Financial Expenditure Performance Evaluation Research Based On The Project Logical Model

Financial expenditure performance evaluation is to evaluate thegovernment expenditure of money on economy, efficiency and effectiveness.It's essential for the government to perform its obligations fair andobjective,improve work efficiency, optimize the allocation of financial capital,and maximize the social benefit. The western countries of financialexpenditure performance evaluation started earlier, and our country financialexpenditure performance evaluation started later. Financial project spending isan important part of finance expenditure. Research project of the performanceevaluation of financial expenditure system and methods has theoretical andrealistic significance.This paper is based on the summarization of now the performanceevaluation system of financial expenditure disadvantages foundation.According to the agency theory, the economic benefit theory, the new publictube theory, and the project management theory, and the use of logic projectmodel, we established the financial expenditure performance evaluation indexsystem of economic construction in Beijing according to the characteristics ofBeijing municipal economic construction. As the financial project in Beijinghas the features of type complexity and wide evaluation scope, so any singleindex are hard to reflect all the characteristics of the project. If we classify fiscal funds in accordance with the different effect on financial project andconstruct evaluation index system alone in the light of different project type,,we can improve the credibility and accuracy of the evaluation.. Based on thisconsideration, the paper constructs the economic construction of financialexpenditure performance evaluation index system, taking economicconstruction kind of project as an example, and we select small andmedium-sized enterprise of Beijing special funds between2008and2010forthe study, use the index we construct to empirical analyze the datas, andfinally we draw some conclusion and give some suggestions to improve thestatus quo of financial expenditure performance evaluation.
