Research On The Financial Expenditure Performance Evaluaiton

With the rapid development of the economy and the continuous expansion offinancial revenue, government expenditure on the project construction will alsoincrease. Financial expenditure performance evaluation is to evaluate the governmentexpenditure on economy, efficiency and effectiveness, which is becoming the focus ofthe public. It’s essential for the government to optimize the allocation of financialcapital and maximize the social benefit. Therefore, research on the performanceevaluation on financial expenditure project has a certain practical significance.As the financial project has the features of typical complexity and wideevaluation scope, any single index is hard to reflect all the characteristics of theproject. Therefore, this paper is based on the performance evaluation in the field oftransportation as a breakthrough point of researching on the financial expenditureperformance evaluation. First this paper introduces the background of financialexpenditure performance evaluation of project. Then according to the agency theory,the economic benefit theory, the new public tube theory and the project managementtheory, using logic project model, we established the financial expenditureperformance evaluation index system of the performance evaluation in the field oftransportation. After the completion of the index system building, this paperintroduced the index optimization, further eliminate strong correlation index, andused the analytic hierarchy process (ahp) for weighting and efficiency coefficientmethod to complete the index score. Lastly, this paper selected ZhangjiakouBingshanliang of tourism highway projects of financial expenditure as the researchobject, using the constructed index system of case analysis, at last reach the finalanalysis conclusions and provide improvement suggestions for the present situationof financial expenditure performance evaluation in our country.
