Guangxi Dongxing Border Development The Open Pilot Area Strategic Studies

The Central Committee of Communist Party of China and the State Council issued "Suggestions on the In-depth Implementation of the Western Development Strategy" in2010, clearly putting forward positive construction of Dongxing key developing and open-up border test area. The development of this area has been considered as a national strategy, and is sure to create a new climax in opening up to the outside world. It has also become an important part of China's new opening configuration.Directed by the key theories of Regional Economics, Development Economics, Ethnic Economics, Strategic Management and other related theories, considering the quo status of the development of social economy in minority areas and the specificity of Dongxing test area, this thesis uses methodologies which combined standardized research with empirical analysis, qualitative analysis with comparative analysis to do research and reflect on the border developing and open-up of Dongxing test area strategy.The first chapter established the division of Dongxing test area as well as the definition of its function, understanding and mastering the strategic value and practical significance of the Dongxing test area from three levels, ie, national development strategies level, minority areas economical development level and Dongxing test area level. It is pointed out that developing and open-up of Dongxing test area follows the trend of regional development, and is an important strategic initiative for the development of minority areas. Based on Rostov's economic stage theory, the development of border open-up is divided into for phases:the launching phase, the take-off phase, the acceleration phase and the mature phase in the second chapter, which discusses in detail the development background and general situation of each stage and makes objective analysis on the development, suggesting the development trend of the future. The third chapter uses SWOT strategic analysis method by analyzing the advantages and disadvantages of Dongxing test area, as well as opportunities and threats from external environment. SWOT analysis matrix is made in order to provide basis for making development strategy of Dongxing test area. The fourth chapter, based on our knowledge of the four stages, puts forward the strategic conception of Dongxing test area. Analysis and suggestions are made to test the feasibility of strategic focus of each stage. The Conclusion chapter mainly presents a summary of the previous four chapters, and a plausible prospect of Dongxing test area.
