| Located in the northeastern part of the Inner Mongolia Autonomous Region, the Manchuria Port is located in the transportation hub of the Asia-Europe continental bridge, bordering with Russia and Mongolia. As China’s largest inland port, the Manchuria Port has always been the vanguard of opening up in frontier regions. In July 2012,the General Office of the State Council agreed to the Manchuria experimental zone as the pioneer of open border development experimental zone, the Eurasian land thoroughfare important comprehensive hub, important economic growth pole of the border area, frontier national demonstration area of regional harmony and progress. The Manchuria developing and open-up border experimental zone has promoted the trade development and improved the level of opening up in Manzhouli and Inner Mongolia. Therefore, it is of great significance to stand out in the competition of many developing and open-up border experimental zones in order to maximize the positive economic effects and reduce negative economic effects, which is also the purpose of this article.In this paper, take Manchuria developing and open-up border experimental zone as an example, the paper analyzes the economic effects of developing and open-up border experimental zone from a positive perspective and a negative perspective. Firstly, introducing the history and reality of Manchuria developing and open-up border zone and, and then introduces the possibility and necessity of the construction of the experimental area. Secondly, is the focus of this article, to industrial cluster theory, the paper summarized the experimental area to generate economic growth, industrial development and structural upgrades, attract investment and expand employment effects of the positive effects, but also analyze the negative effects produced by the experimental area, which is based on Industry Cluster Theory. Finally, the economic effects of the above analysis, it provides some policy recommendations to maximize the positive economic effects and reduce of the negative economic effects of the experimental area. Such as the improving the overall level of the test area and fostering economic pillar industries,the optimization industrial structure and creating environmental advantages, accelerating the construction of pilot area development, establishing and improving the employment system and promoting social external development strategy to upgrade the level of openness of the test area. |
