Industrial cluster have been a kind of unique phenomena of economic growth. Itbreaks the traditional economic theory on the concept of enterprise growth and pans outthe integrated growth of the enterprise network. On the one hand, industrial clusterexpands economic benefits, on the other hand, it defends the companies in the networkto reduce the market risk. The business advantage in the industry cluster should beenabsorbed and translated into the growth momentum. In the paradigm of the theory ofenterprise capabilities, the article has explored the concept of enterprisenetwork management capabilities and established four indicators: the ability to acquireknowledge, ability to integrate, ability to innovate and ability of public relations. Underthe guidance of the strategic intent, enterprises train network management capabilities,and obtain resources relying on the mechanism of enterprise network. It can enhancecompetitive advantage through integrating the resources into enterprise.Enterprise network management capabilities are the integration of enterprise abilities inthe perspective of the industry cluster. The enterprises break through the limitations ofthe industrial cluster to the external to seek scarce resources when enterprisesencounter a resource bottleneck. They obtain competitive advantage through industrialclusters mechanism. Thus form a super-industrial clusters, which will help enterprises inthe broader context to obtain resources, and foster competitiveness. The performance ofNetwork management capabilities in the enterprise development process is different dueto the scale of resources and capacity levels. The paper divides the development intothree stages: the access to resources-the integration of resources-the management ofresources. The structure of four abilities adjusts in conjunction with the strategicintent in various stages. The three development stages retain a path-dependent. Finally,the paper takes Chang'an Automobile Company for example, describes the status of thedevelopment of Chang'an Automobile Company and Changan Automobile IndustryCluster. The paper reflects Chang'an Automobile Company's the ability to acquireknowledge, ability to integrate, ability to innovate and ability of public relations throughquantifiable indicators, and discusses the importance of enterprise network managementcapabilities for enterprise growth combined with the stage of development of Chang'anAutomobile company. In short, what the paper discusses on how to obtain competitiveadvantage in the industry cluster into enterprises has important theoretical and practicalsignificance.II...
