Along with the country's accelerated process of urbanization and land prices are rising fast, the"housing" has become a growing concern about people's livelihood issues. To all levels ofgovernment, how to solve the housing problem is a top priority. The State Council has promulgateda lot of regulations to control housing prices. Housing issues, particularly in the cities and towns ofthe low-income households,need to be dealt with in a timely manner. Therefore, The study onimpoving our city affordable housing system is increasingly becoming the focus of the governmentand the scholars. In particular, the construction of the economic applicable housing and low-renthousing, though to be able to effectively solve part of the problems in housing difficulties, but alsohighlighted its obvious shortcomings, needs to be constantly refined. This requires us to conduct acomprehensive analysis and ponder on the implementation and progress of the affordable housingsystem.The main of the full text consists five parts:The first part is the introduction. Including the research background, research purpose,contentand methods.The second part is the summary of theories of urban affordable housing. By theoreticalanalysis on affordable housing,concluding that building affordable housing is necessary andimportant, many factors affect the construction of affordable housing.The research provides atheoretical reference for the system.The third part is the analysis of our current implementation of the affordable housing system.By interpreting the policy, combined with the actual,the research focused on the implementation ofthe affordable housing system and low-rent housing system, then found typical problems of thecurrent city's affordable housing system: the relevant laws are not perfect, the lack of availabilityand the target beneficiaries are not clear.At last,the research gave a preliminary summary and ananalysis of the causes of the problems.The fourth part is learning from other experience. This part focused on the analysis of differentmodels in the United States, Japan, Germany and Singapore. Summarized common factors ofdeveloped countries,including legal support, perfect housing management agencies, comprehensivefinancial supporst as well as personal income evaluation systems and so on. Then found the advanced demonstration.The fifth part is the proposal for the construction of affordable housing system in China.Mainly combined the problems found in the third part with foreign successful model analysis of thefourth part, drawing on its formulation and implementation of management experience in theaffordable housing system, the construction of affordable housing and low-rent housing system,proposed essentially to change the system of local government revenue and enhance governmentaccountability. Establish and improve the affordable housing organization and management bystrengthening the financial support, establishing multi-party financing, and increasing inmulti-channel availability. For the healthy operation of the security system, a strict access system,an exit strategy and a dynamically adjustment of the level of protection and standards are necessary.
