A Study Of The Problem Of Affordable Housing System In China

"To have all people live in Habitat "is clearly set in the report of Seventeenth Meeting of People’s Congress of Communist Party of China as a goal that must be achieved to build a socialist harmonious society. With the deepening of China’s urban housing system reform, the market mechanism plays an increasingly important role in meeting people’s housing needs, optimize allocation of housing resources, improve the efficiency of housing use, tens of millions of people have realize their dream of having houses of their own. However, due to the inherent defects of the free market mechanism, as well as those special problems that exist in China’s economic operation, many people with low-income are difficult to purchase commercial houses through their own strength, the living difficulties of this class to become a prominent problem restricting China’s economic and social development.To deal with this problem, the Chinese government learned from some positive foreign experiences, gradually establish the security housing system mainly contains affordable housing, low-rent housing, public rental housing, limited commercial housing, etc. But what should be noted is that China’s housing security system has been developed relatively slow, there comes some problems such as:irrational pricing model, the inequitable distribution, no-guaranteed construction funding, unscientific construction methods, the construction speed is difficult to meet the actual needs etc. All these issues means that there are still many imperfections in the Chinese housing security system, which cannot from the norm and coordinated security system like the social insurance system, the social welfare system, and the social relief system do. Lacking of regulatory system to ensure the system running safe and sound and of perfect service system to meet the implementation, result in the housing security system has not been included in Chinese social security system until now, then difficult in collaborative management and co-ordinate planning with the social insurance system, the social welfare system and the social relief system. This article seeks to uphold the concept of social justice, to examine the problem of housing security from a systematic perspective, to in-depth analysis of the problems and their causes, establish and improve the housing security system, to enrich and perfect the social security system as well.The key to establish and improve the housing security system is to promote affordable housing management system, to ensure the government as the governance body, the implementation of the housing security system should be institutionally arranged from the following three aspects. First is the architecture and implementation the housing security system, including the confirmation of target system, the design of the project system, access system, the funding model selection, land supply, exit mechanism, and actively guide the state-owned enterprises to more and more participate in the housing security construction. Second is the management of the housing security system, involving the establishment of a sound organization and management institution; the division of the government and the market, the central and local government in the construction of housing security system; to determine a modest level of housing security system and the financial incentive system. Finally is to build jurisprudence of housing security system, confirm the first two aspects from legislative principles and the establishment of the legal system, to ensure the authority and stability of the housing security system. Based on the national unified regulation, the local governments formulate local laws and regulations combined with local economic development circumstances, and to provide a variety of different ways of housing security for different objects.
