It reveals the prologue of the era of entering the welfare country in United State that the USCongress has voted Patient Protection and Affordable Care Act and Health Care and EducationReconciliation Act in2010. The concrete aim of carrying out the health care reform is to reduce theenormous expenditure on health care and expand the health insurance coverage to benefit all legalUS citizens with health insurance. Faced with the obstacles from its liberty values and benefit-tiedgroups, the running type of health insurance turned from state based to market based. ThoughPresident Obama gives in a bit during the reform, there are still a number of reforming actionsworth our government to refer to.Since entering the WTO, China development is increasingly influenced by the surroundings ofinternational economy and politics. Even with the global aging problem, challenges have beenplaced on both us and other countries. To cope with this kind of situation, Guidance on Deepeningthe Medical and Health Care System Reform has been issued in2009, revealing the prologue ofmedical and health reform. At the same time, China and United State, the two super countries, meetwith the same international surrounding and obstacles in the reforming way.This thesis takes the features and problems in the United State health insurance system as abreakthrough point to study on why the health care reform must be carry on and what are the toughproblems fixed up. Moreover, counting on the specific reform measures and considering thesituation and problems of the medical insurance system in China, a few more refreshing andconstructive suggestions could come out to improve the being medical insurance system.
