Research and development (R&D) as an important symbol of technological innovation isthe soul of scientific and technological activities. R&D as a leading force in scientific andtechnological progress directly determines the degree of development of scientific andtechnological progress. Therefore, R&D activities have a huge effect on a country or aregion's economic development. Xinjiang is one of the backward areas of the western region.Economic development should gradually change from the original extensive to intensiveconversion. Under the new situation of Xinjiang making efforts to achieve great-leap-forwarddevelopment, identifying current problems in Xinjiang R&D and analyzing Xinjiang R&Defficiency and investment intensity is beneficial to learn comprehensively about its scientificand technological activities strength and level. And it's good for optimizing allocation ofresources, making scientific development plans, strengthening macroeconomic policy-makingand technology management, and has an important role in promoting the construction ofresearch and innovation system.First of all, I analyzed the status of Xinjiang R&D activities. From the data in2000-2010,Xinjiang R&D investment intensity has been lower than0.5%and has a big difference withthe national average. Xinjiang R&D investment intensity is less than1/3of the nationalaverage. Xinjiang R&D investment is insufficient and the structure of R&D has someproblems. The proportion of three types of study (basic research, applied research andexperimental development) investment is imbalanced. The ratio of basic research is less than5%, which serious constraints the quality of R&D and impact technological innovationcapabilities.With the problems in Xinjiang R&D and according to the R&D input and output data in2000-2009, this article using data envelopment analysis method (DEA) to evaluate thetechnical efficiency of Xinjiang R&D activities in the past10years and make acomprehensive assessment of the scale efficiency. The model's results show that the overall efficiency of the Xinjiang R&D activities is low; most years show that the DEA is invalid.Only2000,2001,2003and2007shows the DEA efficient, while other years are invalid intechnical efficiency or scale efficiency. It is showed that the proportion of R&D elementsinvestment in Xinjiang is not properly. The surplus can also be seen from the DEA model inthe various input and output elements of R&D activities. And it shows that Xinjiang R&D didnot reach the best investment in production ratio, resulting in some waste of resources.It can be seen that there is correlation of Xinjiang GDP and the R&D investment trendsfrom the growth of these two factors. The efficiency growth has a positive role in promotingeconomic development of Xinjiang. Therefore, Xinjiang should increase support for R&Dactivities, construct high-quality R&D working team, adjust the R&D investment structurerationally and make full use of scientific and technological progress to promote Xinjiangeconomic development. Make full use of the policy advantages---national counterparts insupport of Xinjiang. We should strengthen our own "blood" feature and accept "bloodtransfusion" at the same time. Try to adjust the economic development structure, create asuperior research environment, and establish a sound scientific research system, and constructa highly qualified working team, and lay a solid foundation for leap-forward development inXinjiang. So that Xinjiang can forward to the modern economy rapidly and efficiently.
