Research Of National R&D Input And Output Efficiency Evaluation

Under the background of the new economy normal, economic development method that used driven by elements and investment need to transform to innovation, innovation-driven development method is indispensable to the scientific and technological innovation, and one of the most important factor that affecting technological innovation is the efficiency of science and technology input and output activities.Compared our nation’s efficiency of R&D input and output to other countries, especially compared with that of the developed countries, get knowledge of our own position, is important for us to have an objective and comprehensive understanding of the efficiency of R&D input and output. Furthermore, according to the result of the comparison, the paper puts forward corresponding suggestions, provides reference for relevant decision-making. The evaluation of efficiency of national R&D input and output is particularly important.This paper introduced the system of science and technology R&D activities, then lead to research topics:the research of efficiency evaluation of R&D input and output. The paper use the method of nonparametric analysis and parameter analysis, first use nonparametric analysis method, the method of data envelope analysis, by constructing BCC model of DEA, compared the efficiency of R&D input and output to that of developed countries, had an overall understanding. Then use parameter analysis method, set up the econometric model of the efficiency of R&D input and output, using panel data, the relation of R&D input and output of various countries are given. The main conclusion is:the ranking of our nation’s technical efficiency values of R&D input and output between the main developed countries has increased, show that the efficiency of R&D input and output is improved. The relationship between the input and output is: increase the investment of human resources help to enhance the comprehensive production of R&D activities; capital has a negative effect on R&D comprehensive output, show a lack of efficiency in funds. Finally, according to the result of regression model, suggestions are put forward, that provide a reference to R&D resources for configuration and management.
