The meteorological data has many characteristics with multiple sources, various forms and multi-temporal and so on, in recent years, a large number of meteorological data has been accumulated by meteorological departments at all levels, it is a significant task to establish the meteorological scientific data sharing platform with large numbers of data to the management department, making the data play an even greater role. The Wuhan Institute of heavy rain of China Meteorological is committed to long-term research work of heavy rain, which has strong research fields and heavy rain forecasting service technology with monitoring technique、 mechanisms、model and application technique of heavy rain. The institute has been collected and collated a large amount of historical rainfall data, relying on the acquisition of large capacity storage system. They have been established the collection platform of heavy rain database data.The thesis put forward a method of the heavy rain database construction and query and the platform design and realization based on the metadata. It is putting forward with the status quo of the rainfall data and the demand of heavy rain data sharing, and researching of meteorological scientific data sharing technology both at home and abroad, and basing on the scientific research project "The Construction of Heavy Rain Basic Database System and the development of display platform" of the Wuhan Institute of heavy rain of Chinese Meteorological in2010.The paper uses the SQL Server2005database development platform to establish the heavy rain database. It has solved the previous structure of storing meteorological data as files, and standard the storage mode with the heavy rain data storage form of database table. The system establish a heavy rain basic data element database, based on a large number of heavy rain data analysis, researching database design strategy and data storage mode, using the metadata technology, designing database table fields and inquiry strategies, with all kinds of data warehousing. It affords convenience for researchers’query and using. The system forms a unified platform of data management from the file to the database, and convenient for the user to retrieval and extraction of information. From the information management, It makes the collection, classification and processing of the meteorological information become to more conducive, and has a great improvement of using efficiency. At the same time, SQL Server provides multilingual data access interface, simplifying the database access of the development for searching platform. In this database system, it not only includes the National Bureau issued various types of ground, air and other conventional meteorological data, but also includes various types of unconventional data, such as satellite, radar data, the NWP product information, and the GPS water vapor retrieval data. Because the characteristics of complex source and variety, it is a very tedious task to the collection and storage of all kinds of format data, the fusion of different types of data, and the storage management of mass data.The system uses ASP.NET and C#programming language, the database accessing interface of ADO.NET, to realize the construction of heavy rain database query platform. The platform has analyzed about more than200heavy rain processes since1980with heavy rain process as the main line. It has collected related information in heavy rain process and formed a heavy rain dataset, in order to establish about more than200meteorological dataset as the core of heavy rain process. Through the technology of metadata, the system can construct a platform of heavy rain based database query on Web. It provides the data access mode of high efficiency and data service function in heavy rain process, such as data query, retrieval, statistic, analysis, browsing and downloading the data.
