Study On The Allocation Mechanism Of The Public Rental Housing In Chongqing

The public rental housing is a new part of the guarantee system based on the lowrental housing and affordable housing. It’s useful for the developing of our guaranteesystem. How to distribute the public rental housing is an important part of work ofpolicy execution. This paper is the about the how to develop the allocation mechanismof the public rental housing in Chongqing.Firstly, this paper introduces the concept of the public rental housing and theallocation mechanism. Then it analyses the situation of the public rental housing inChongqing and finds out the problems in allocation mechanism. Finally, it suggests indifferent aspects, such as enter mechanism, exit mechanism. This paper uses a newmethod to distribute the public rental housing. It contains the following steps. Firstly,the evaluation indexes of applicants’ existing condition are established. Secondly, anappropriate Data Envelopment Analysis model of an ideal decision making unit isconducted, and the applicants are evaluated and ordered based on the evaluationindexes. This new method shows more justly comparing with shake-number methodin the public rental housing distribution in current situation.
