| A large number of rural laborers have flowed into cities,which has made the relationship between supply and demand of urban housing increasingly tight.Local governments explored diversified land supply models,advanced the construction and development of leased housing in order to ease the contradiction between supply and demand of urban housing.Recalled the exploration process of collective construction land to build rental housing since 2017,many pilot cities have explored the mechanism for the distribution of land value-added benefits as a key concern in the construction process,but most of the pilot projects have not been officially put into operation,affecting the principles,methods and proportion of benefit allocation.The factors was difficult to determined.Therefore,clarified the construction mode,implementation subject and benefit distribution of different collective construction land and rental housing pilot projects can optimize the selection of distribution strategies for the benefit allocation and promote fair and reasonable distribution of project revenue.Through the literature review and field investigation,the paper summarized the current construction mode of collective construction land and rental housing projects,and analyzed the benefit distribution methods and their advantages and disadvantages under different construction modes.The second step is to identify stakeholders from the perspective of cooperative game,And based on the Shapley value method,established a collective construction land to build rental housing benefit distribution model,through fuzzy evaluation method and analytic hierarchy process,analyzed the factors that may affect the income distribution,determine its weight,establish a comprehensive impact factor,and benefit based on the Shapley value method Modify the distribution model to obtain a more equitable distribution model of benefits;finally,based on the data obtained from the survey and the actual situation,select pilot projects for empirical research,analyze the project construction status,estimate relevant parameters,and substitute them into the model,after the model calculation The obtained distribution ratio is 3: 7,and the actual ratio of the pilot project is 1.5: 8.5,which is different from the actual situation.After sorting out the situation of the pilot project,find the reasons for the difference.From the conclusion of the research,explored the mechanism for assigning value-added benefits to collective construction land for rental housing.First,we should choose scientific distribution principles,to follow efficiency first,to take fairness into consideration,and to pay attention to the equivalence of inputs and benefits.Second,we must accord to different development and construction models,choose the appropriate distribution method according to local conditions.Third,under the premise of ensuring fairness,determine a reasonable benefit allocation ratio accord to the actual construction situation.During this process,for government agencies,it is necessary to give full play to their role,so as to scientifically guide collective economic organizations to rationally select development models and control the qualifications of development enterprises;improve the pilot project approval procedures,reduce or exempt some procedures and expenses;increase funding support;improve compliance monitoring mechanism.For collective economic organizations,according to local characteristics,choose a cooperative development model that suits them;improve the ability to evaluate,negotiate,control,and enhance awareness of rights and interests protection;formulate a reasonable internal distribution plan.For the development enterprise,the project construction plan should be reasonably formulated in the early stage;the cost should be strictly controlled in the medium term,and the rent and the precise product positioning should be reasonably formulated in the later stage.Therefore,in the process of exploring the benefit allocation mechanism of collective construction land and rental housing,we must focus on the principles,methods,and proportions of benefit distribution,properly handle the interests of the three parties,and promote the healthy and sound development of the pilot project cooperation. |
