Agriculture is the foundation of the national economy, the phenomenon that rural blind and excessive fertilizer in our country for a long time. Not only cause the increase of agricultural production costs, but also bring a series of problems such as serious environmental pollution that threatened the quality and safety of agricultural products. In view of the current agricultural production mode and fertilize habits, according to the new situation and new requirements in the new era of national grain safety. In order to keeping agricultural sustainable development, Ministry of Agriculture and Ministry of Finance declared a major policy decision in promoting soil determination and prescription fertilization technology in nationwide in2005. Soil determination and prescription fertilization is a relative mature modern fertilizer technology which recognized at home and abroad, simply said, it is a fertilizer technology that through testing the soil and according to the crop yield, how much nutrient it lacked, then how much fertilizer will filled in; The Geographic Information system (GIS) is a new branch of science which interdisciplinary by geological and computer science, WebGIS is a kind of geographic information system in special environment which based on Web technology, it applied the World Wide Web Geographical Information system (WebGIS) in agriculture, to solve the practical problems of agricultural production which is the needs of the development of the modern agriculture.Nowadays, along with soil determination and prescription fertilization project unceasingly thorough, some conditional units and institutions have developed their respective agricultural expert system, fertilization expert system or fertilization decision system which combined with their local actual conditions. However, these softwares are mostly stand-alone, so the bottleneck exists. This paper combined with the characteristics and practical project of soil determination and prescription fertilization in counties in Anhui province, use TaiHu county in Anhui province as a specific example, it realized the soil determination and prescription fertilization system in county level which based on WebGIS. This paper emphasis and research content as follows:1、Introduced WebGIS technology and relevant knowledge to SuperMap IS.Net of the WebGIS platform.2、Combining soil determination and prescription fertilization with WebGIS technology, make full use of the soil testing and fertilizer massive data and related information, combined with the TaiHu county agricultural production,and use soil nutrient in rich or poor index method and nutrient equilibrium method,to construct regional fertilization model and precise fertilization model respectively.3、Some key technology research that during the system establishment, including attribute database, the spatial database and model base construction; The spatial database management; and GIS spatial interpolation techniques, etc.4、In Windows2003server operating system,based on the SuperMap IS.NET service type of development platform, adopting c#language, using Microsoft Visual Studio2005for development environment, it realized the soil determination and prescription fertilization system in county level which based on WebGIS, and introduced the system’s module function of soil distribution, soil nutrient, fertility evaluation, regional fertilization and precise fertilization,etc.The system that this paper studying and establishing can not only provide query functions about project county main crop area and precise fertilization, but also let users enquire about the soil nutrient, productivity grade and soil types of the county-wide distribution conveniently. The thesis research system interface friendly, operation easily, practical strongly, it can provide reference for government decision, provide technical support for grass-roots technique department, provide application platform for agriculture enterprise and fertilizer enterprises, and provide scientific Fertilization guidance for farmers. The development and application of this system for achievement of soil determination and prescription fertilization shared by farmers’reality, it has a strong practical significance and the broad market demand.
