The 21st Century sees the advent of the Information Age and the construction of Educational Geographic Information System (EDUGIS) has become an important part of the construction of an information society. With the continuous development of Internet Technology and expansion of the application scope of GIS, it has become an inevitable trend regarding the development of GIS to publish, express and share spatial data on the internet and to provide users with the function of browsing, inquiring and analyzing the spatial data. And the Educational Geographic Information System based on internet is also becoming an important direction in the development of Educational Information System.However, the current Educational Geographic Information System based on WebGIS platform is still relatively less in quantity and simple in function. Some Educational Geographic Information Systems exist only as an integral module of an electronic map of provinces and cities and their functions are only limited to map enquiries and information retrieval and other simple functions, which are rarely involved in thematic map production modules, Educational Resources dominance analysis and evaluation modules and comprehensive index evaluation and analysis modules in all level schools. Although there are some Educational Geographic Information Systems which are involved in GIS statistical analysis function, due to the relatively large quantity of Educational Geographic data, problems still exist during the process of data transmission like slow page refreshes, data transmission security problem etc.This paper, through the study of the technical features of MapServer-the open source platform of WebGIS, combines the open-source framework of MapServer with PostgreSQL-, the open-source database, and also combines the mapping cutting block and map classification display technology (TileCache) in Web Graphics with the Ajax technology and the powerful WebGIS platform, and develops an Educational Geographic Information System based on internet. The system has set up a bridge in the exchange and cooperation for the providers of educational resources and education demanders, and has provided decision support for the educational management department in the enquiry analysis and rational allocation of educational resources. The main research contents in this paper are as follows:1) This paper has reviewed and analyzed the implement technology and the features of WebGIS, the current status and problems in the study of the key web mapping technologies and has studied the Open Source WebGIS service framework and service specification based on OGC.2) This paper has studied deeply the technology features of the Open-Source database platform PostgreSQL\PostGIS and analyzed the defined rules of the PostgreSQL\PostGIS geographical data, and then designed the Educational Geographical Information System database according to the characteristics of Open-Source database PostGIS.3) This paper has analyzed the technology features of WebGIS Open-Source platform, its implementation and the corresponding data organization, and proposed the feasibilities of applying Open-Source MapServer framework pmaper into the development of Educational Geographical Information System based on Web. The author designed and realized the Educational Geographical Information System based on Web according to Open-Source MapServer platform and Open-Source database platform PostGIS. And this system not only has the basic graphical operation functions in web mapping, but also has functions of map attribute information enquiry, geographic information retrieval, education resources degrees inquiries, statistical analysis of educational resources, educational thematic map production and also GIS capabilities. It can meet the demands of educational management in educational resource management and demands of educational ordinary users in enquiry and analysis of educational resources.4) This paper has studied deeply the IT hot technology Ajax and the Map of Block Cutting and Grade Display technology, and proposed the assumption of applying the Ajax technology and the Map Cutting technology to the Educational Geographical Information System, and produced educational thematic map based on this assumption. As a result, the speed of the transmission and display of massive geographic data will be improved greatly, the waiting time of client will be reduced apparently and the production flexibility of thematic map will be improved at the same time.Educational Geographical Information System is not only the application of WebGIS technology to the educational industry, but also an attempt to combine the Ajax technology and the Map cutting technology to the Open-Source WebGIS platform and Open-Source PostGIS database platform in the development of WebGIS. The results show that the WebGIS based on Open-Source WebGIS platform and Ajax technology has several benefits compared with the system based on WebGIS commercial platform, such as:lower cost, stronger expansibility and quicker speed. At the same time the system can also research the spatial distribution of educational resource, realize the sharing of educational resource and provide decision support for the educational management in the analysis of resource allocation.
