With the massive influx of foreign capital and the transfer of domestic industrystep by step, western of China is becoming a hot spot area in undertaking industrialtransfer. In the wave of international industrial transfer, with its tremendousdevelopment potential, western of China becomes the fastest growth area in absorbingforeign investment. In the transfer of domestic interregional industry, with its abundantresources and environmental carrying capacity, the western region attracts more andmore enterprises in the east inter-district transfer. The western undertake the industrytransfer to achieve the rapid of economic development, but the quality ofenvironmental is declining: Industrial "three wastes" emissions continue to increase,the extensive production leads energy waste, the capacity of environmental carrying isreduced.In this context, the relationship between industrial transfer and environmentalquality problems have been more concerned by the society, and became the focus ofattention of scholars.Face on the pollution industries transfer which is the biggest environmental harmof the industrial transfer, most of the scholars focus on whether the industry will leadto pollution industry transfer, but relatively few studies on the relation between transferpolluting industries and environmental quality. Especially in the research of domestictransfer of industrial pollution, because of the statistical difficulty as well as the latestarted of, the domestic research, most of the scholars used the qualitative and caseanalysis for macro discussion, but less econometric analysis.In view of this, on the basis of the domestic and foreign research, combine thetheoretical and empirical analysis; view the western region to undertake industrialtransfer as the breakthrough point, from the two levels that international transfer ofindustrial pollution and domestic pollution industry to study the relationship betweenpollution industry transfer and environmental quality. The basic idea of this paper is asfollows: Analysis the pollution industry transfer mechanism from thetheoretical(Including the definition and classification of pollution-intensive industries,transfer forms, transfer characteristics, influencing factors, the transfer of locationchoice etc.); Verification of the relationship between international pollution industrytransfer and the western environmental quality from the empirical analysis; To test the relative status of western area industrial pollution transfer, we compared and analyzedfrom2000to2010in the East, West, gradient region27pollution intensive industry’sincreases a value to occupy the whole country industry increases a value proportionalchange circumstances, On this basis, we summarized and regression analysis thefactors influence of the transfer of polluting industries to detect the size of eachfactor’s influence. Finally, we from the positive and negative two effects, to analysisthe environmental welfare effect of undertaking the transfer of industrial pollution, andput forward the corresponding countermeasures and suggestionsSpecifically, this paper includes the following six parts:PartⅠ: Overview the research backgrounds, the purpose and significance of thestudy, foreign and domestic research review. Propose the research method andstructural arrangements, and clarify innovative points and deficiencies of this research.Part Ⅱ: Three correlated theory on the polluting industries transfer andenvironment issues. Firstly, present the related theory on the polluting industriestransfer. Since the polluting industries transfer is a special form of the industriestransfer, we could analyze the general regularity and particularity of the pollutingindustries transfer according to the related theory. Secondly, find the associationbetween the environmental externality and the H-O theory of environmental factors,and also explore the motives and causes of the polluting industries transfer. Thirdly,introduce the related theory of polluting industries transfer and environmental control,such as “The Pollution Haven Hypothesis” and “Environmental Race Theory”. Theabove is for better understanding on the motives of the polluting intensive industriestransfer and the theoretical basis on the relationship between the polluting industriestransfer and environment quality.PartⅢ: Statistical Analysis and empirical inspection on the polluting industriestransfer undertaken by the Western China. Firstly, define the related concepts to thepolluting industries transfer. Secondly, by discussing with both of the internationalpollution transfer and the domestic pollution gradient transfer, make the definitiveanalysis and empirical test on the polluting industries transfer undertaken by theWestern China. In the aspect of the international polluting industries transfer, wemainly do the research according to the PDI investment on the polluting intensiveindustries of Western China. In the aspect of domestic pollution gradient transfer, weprogress the research mainly by comparing with the investment and industrialstructural changes on the polluting intensive industries of western and central China in recent years. Analysis results: International pollution industry transfer phenomenondoes exist and transfer pollution to the Western China by directly investing on thepolluting intensive industries. Foreign investors are much inclined to the westernenergy-intensive industries, because the western regions have rich resource reservesand lower environmental standards. Domestic regional polluting industries transfermainly comparatively and the east transfers pollution evidently to the west.PartⅣ: Explore the influencing factors on the pollution undertaking industries ofWestern China, according to the current situation of those industries and related testinformation; and by linear regression analysis on the influencing factors to thepolluting industries transfer, test the level of thus influence factors and provide thebasic information for the environmental welfare effects and countermeasure study.After analysis, the differences of environmental standards, the environment costinternalization and weak environmental supervisory is the main reason that manypolluting intensive industries inflow to the Western China, among which, thedifferences of environmental standards and the environment cost internalization affectmost on the transfer of polluting intensive industries.PartⅤ: Discuss the positive and negative effects to the western environmentalwelfare caused by the undertaking polluting industries transfer. Positive effects aremainly the following two aspects: The transfer of polluting industries effectivelyaccelerates Western industrialization process, and also promote the new domesticindustrial division. Negative effects are mainly the following three aspects: pollutiondifficulty and cost arises, public health is damaged, and environment quality isdeteriorated.PartⅥ: On the basis of the research of the undertaking polluting industriestransfer, as well as the transfer causes and effects analysis, the correspondingcountermeasures and suggestions will be proposed in macroscopic, middle,microcosmic levels.During the research course of the transfer of industrial pollution and theenvironmental quality，this paper plans to study the following questions on innovation:First, from industrial transfer of international pollution and domestic pollutionindustrial gradient transfer those two levels to research the relationship between theundertake transfer of polluting industries and environmental quality. In third, we use multiple regression analysis to analyze the probability of polluting industries on the domestic transfers and influence ofvarious factors, to analysis the influence of various factors. Fourth, lead theEnvironment variable into environmental welfare effect analysis, to amend thetraditional foreign capital welfare indicators. Fifth, comparative analysis throughoutthe full text, such as comparative analysis of the eastern, central and western regions ofpollution-intensive industries FDI, Infer the absorption of industrial FDI of westernregion, such as through the East, in, western area pollution intensive industry FDIcomparative analysis. According to the comparative analysis from foreign investmentstatus of the main pollution intensive industries, we infer the foreign capital investmenttendency to western region.etc.
