Since the reform and opening up in 1978,the eastern region of China has vigorously promoted the process of industrialization with its superior location and policy advantages,and achieved "miracle-like" economic results,which has brought about tremendous changes in the pattern of comparative advantage of regional industries in China.At the same time,with the further development of industrialization in the eastern region,a series of resource and environmental problems have also emerged.Especially under the dual pressure of limited land resources and rapid growth in environmental quality improvement,the huge pollution-intensive industries that played a key role in the economic development of the eastern region have limited their survival and development space.This seems to be the implementation of industrial transfer.In order to coordinate the balanced development of the regional economy and prevent the "polarization" that may be caused by the expansion of the regional gap,the central government of China has successively implemented strategies such as "Western Development","Rise of the Central Region",and "Revitalization of Old Industrial Bases",and It also approved the establishment of national demonstration zones for industrial transfer,such as Anhui Wanjiang,Guangxi Guidong,Chongqing Yanjiang,Hunan Xiangnan,Hubei Jingzhou,and Shanxi-Shaanxi Yellow River Golden Triangle,providing a good institutional environment for the transfer of pollution-intensive industries in the eastern coastal areas to the central and western regions.However,the status quo of China's regional industries shows that the large-scale regional transfer between pollution-intensive industries is not obvious,and the phenomenon of slow space transfer is more prominent.The stagnation of cross-regional transfer of pollution-intensive industries not only conflicts with traditional economic theory(contamination of pollution refuge,gradient theory),but also runs counter to China's regional coordinated development strategy.Based on the existing research,this paper studies the path and mechanism of pollution-intensive industry transfer from the perspective of environmental regulation.By constructing environmental regulation indicators and transfer indicators of pollution-intensive industries,the time-varying trends and spatial trends of pollution-intensive industries are analyzed.Reusing the panel data of 31 provinces,municipalities and autonomous regions in China from2004 to 2016,using the gravity model to conduct a sticky study on the impact of China's environmental regulation on the transfer of pollution-intensive industries,from the theoretical and empirical aspects of the industry,sub-regional to the environment The impact of industrial transfer under regulation has been comprehensively studied,including the impact mechanism of environmental regulation on industrial transfer,The following conclusions are drawn: First,the transfer of pollution-intensive industries in China shows an overall trend from the east to the central and western regions.Specific analysis: The total output value of pollution-intensive industries and cleaner production industries varies from country to country.The eastern region issignificantly higher than the central and western regions,and both industries have a tendency to shift to the west,with pollution-intensive industries shifting from the eastern region to the central and western regions.Second,there are significant differences in environmental regulations in different regions of China.Specifically,environmental regulation in the eastern region is stronger than in the central and western regions,and environmental requirements in the eastern region are higher.Therefore,the emission rate of pollutants in the eastern part of China is significantly higher than that in the central and western regions.Third,through the empirical analysis of pollution-intensive industries and environmentally-friendly production industries at the national and regional levels,there are some differences in the impact of environmental regulation on industrial transfer.Specifically,from a national perspective,environmental regulation has a significant negative impact on the transfer of pollution-intensive industries.The improvement of environmental supervision will promote the transfer of industries to areas with weak environmental supervision.Environmental regulation has a significant positive impact on the environmental protection industry transfer.The improvement of environmental supervision will improve the industrial competitiveness and industrial gradient level;from the regional perspective,the impact of environmental supervision on pollution-intensive industries has negative impacts in the eastern,central and western regions,but the eastern region has the greatest impact and the eastern region has the impact.maximum.It is pointed out that enterprises in the eastern region are more sensitive to the promotion of environmental supervision,and are more likely to transfer to the central and western regions where environmental regulation is weaker,that is,there is a pollution shelter effect.Therefore,when the central and western regions undertake the transfer of industries in the east,they cannot blindly pursue economic development.They should attach importance to environmental protection and coordinate economic development and environmental protection.This will help optimize and upgrade the industrial structure of the region and promote the long-term development of the region's economy.
