Study On Supervision Technique For Small Towns Water Pollution Treatment Facilities At Construction Period

Small towns are at important strategic position in China’s economic and socialdevelopment, with the acceleration of urbanization and the development of the economicsociety, small towns are becoming more severe water pollution situation,which producesmore and more severe damage effect on the social and ecological environment.Especiallythe built rate of water pollution treatment facilities has increased year by year, however, thewater pollution treatment facilities in the construction process is out of supervisiontechnology,which is more obvious everyday and restrictes the water pollution control workdevelopment. In order to give full play to social and environmental benefits of the waterpollution treatment facilities in small towns, the paper makes research on supervisiontechnology of water pollution treatment facilities preliminary work in the planning,designing and construction,striving to provide technical reference of the regulatory aspectsof water pollution treatment facilities for all levels of government, industry managementdepartments and supervising agency,to protect the water environment of small towns, andto promote the social, economy and environment sustainable development of small towns,so the study is necessary and have practical significance.First of all, making anlysis of small towns water environmental problems and thecurrent situation of water pollution treatment facilities and proposing the problem that theconstruction rate of wastewater treatment facilities in small towns is low, and itsconstruction and management work have lagged behind in the process of urbanization.Then,analyzing the regulatory regime and technology system of water pollutiontreatment facilities at home and abroad by research. It summarized the shortcomings indomestic regulation of water pollution treatment facilities, from the regulatory regime,regulatory content and regulatory models,and learned from the successful practices andexperiences of abroad in the regulation of small towns water pollution treatmentfacilities.Combining with the characteristics of small towns in our country, it put forwardsuggestions to perfect the regulatory system of our country’s water pollution treatmentfacilities.Again, analyzing the existing problems of regulatory content in our water pollutiontreatment facilities. It built the regulatory indexes system of the construction process by theempirical method,and selected the index through the ways of obtaining expert advice;itdetermined the index weight order by analytic hierarchy process, which reflects the key targets to be monitored and weaknesses of the water pollution treatment facilities in theconstruction.Finally,studying the supervision model of wastewater treatment facilities of smalltowns. It used the specialized supervision model to small towns water pollution treatmentfacilities for the whole regulatory process,from planning,design,construction and being putinto production operation.To judge the effectiveness of existing government supervisionmodel of construction stage by impulse process model, at then building an improvedgovernment regulation model in the construction process.
