Inter-provincial Environmental Radiation Monitoring Measures And Technology Of Pengze Nuclear Power Plant In Jiangxi

As we all know, Environmental radiation monitoring program is the basis of thenormal operation of nuclear power plants. It throughout in the siting, construction,operation, management and decommissioning of nuclear power plant and has greatsignificance. At present, China’s nuclear power construction has a new problem aboutinter-provincial situation. Thus the environmental radiation work of nuclear power plantalso faces the new situations. How to deal with the situation about environmental radiationmonitoring of inter-provincial nuclear power plant, will be the problems need to be solvedfor the construction of nuclear power in China.At present, as for the environmental radiation monitoring of inter-provincial nuclearpower plant, China has not given a clear approach or a specific practice for reference. Thispaper, taking Pengze nuclear power plant with emergency planning zone across Jiangxiprovince and Anhui province as an example, studied environmental radiation monitoring ofthe inter-provincial nuclear power plant from the following aspects.(1)General requirements. Referring the domestic and foreign related laws, regulationsand guidelines, this paper proposed4requirements for inter-provincial nuclear power plantabout environmental radiation monitoring: requirements of inter-provincial environmentalradiation monitoring management in place; full preparation for environmental radiationmonitoring; establishing a scientific and efficient environmental radiation monitoringnetwork system; collaboration, mutual support and cooperation in environmental radiationmonitoring work.(2)Problems analysis. According to the overall situation in the environmentalradiation monitoring process of inter-provincial nuclear power plant, combining with thereality of Pengze nuclear power plant, this paper pointed out some specific issues about theenvironmental radiation monitoring, such as the management system of inter-provincial environmental radiation monitoring, formulation and implementation of monitoringprograms, the preparation of the radiation monitoring and so on.(3) The countermeasures. According to existing laws and regulations in China, as wellas the nuclear industry standards, following principles of legitimacy, rationality, fairness,resource optimization, Interoperability, this paper initially proposed specific measures ofinter-provincial environmental radiation monitoring program for the problemsabove-mentioned. The countermeasures involve the management countermeasures ofinterprovincial radiation environment monitoring, preparations countermeasures ofinterprovincial radiation environment monitoring, unified management aboutenvironmental radiation monitoring data and so on.(4)Suggestions for later research. This paper listed in the natural environment(location and traffic conditions, topography, climate) and social environment of the JiangxiPengze nuclear power plant, and pointed out proposals that the next step which Penzenuclear power plant should take.On environmental radiation monitoring problems of inter-provincial nuclear powerplant, this paper has conducted a detailed analysis for inter-provincial nuclear power plantson environmental radiation monitoring aspects involving such as the requirements ofinter-provincial environmental radiation monitoring, problems which may be encounteredin implementation process, and the corresponding countermeasures with reference to therelevant laws, regulations and guidelines, and drawing lessons from domestic already builtnuclear power plant environmental radiation monitoring experience. At last, the paper givea more reasonable and feasible scheme from a variety of schemes in comparison:Setting up a joint command and coordination department among the coveredinter-provinces, managing the relative environmental radiation monitoring programuniformly, and coordinating all the relevant matters among provinces, giving certain rightsto the provinces as well in order to carry out emergency monitoring in time.
