With the development of the society and the improvement of science and technology , problems about safety, health and environment generated during the activities of company are gaining popularized attention, which results that a growing number of companies begin to pay more attention on health, safety and environmental (HSE) management. Some major oil companies have established HSE management system in the mid-1980s in Europe. It has gone through a period of prosperous development and was accepted by most of the oil companies. In the early 1990s, the HSE management system was introduced to China, which marked a new stage of the development of safety management in China’s petroleum and petrochemical industry.However, there are many problems during the conduction of HSE system, and these problems affect the operation results of the system seriously, which make the work of the HSE management cannot achieve its desired effect.This study focuses on the HSE management system in the fields of petroleum and petrochemical industry. Through the analysis of the core contents of HSE management system and the identify of the relationship between the key elements, the problems confronted during the implementation and operation of the HSE management system were discovered. Combined with the focus and problems in our work, a evaluation criteria system was established . A efficiency evaluation model about HSE management system was presented. Combining the fuzzy and AHP method, a comparison was made before and after the use of HSE management system, and the results of the evaluation were analyzed. It provides a evidence for the development and implementation of HSE management system in the petroleum and petrochemical company, also, it can make better risk management and meet the needs of sustainable development for enterprises.
