Research On The Effectiveness Of Planning Environment Impact Assessment By AHP-Fuzzy Synthetic Evaluation

Planning environmental impact assessment(PEIA)was recognized as an important tool that could be used to control environmental pollution from the source and people paid more and more attention to PEIA.With the rapid development in recent years,the problems in the management system,technical methods,personnel quality and other aspects were exposed.The effectiveness of PEIA could not really play.Effectiveness was the soul of PEIA and the research of PEIA effectiveness was extremely urgent.The research on the effectiveness of PEIA was still in the initial stage.The construction of evaluation indicator system was not complete and the evaluation methods were mostly qualitative and semi-quantitative.Based on the construction of the evaluation indicator system of PEIA effectiveness,this paper combined analytic hierarchy process(AHP)and fuzzy synthetic evaluation to make the quantitative study of the example of the PEIA effectiveness.The results showed that the evaluation indicator system and the evaluation method were feasible.To some extent,it provided a new idea and method for the quantitative study of the effectiveness of PEIA.The main contents of this paper were as follows:Based on the systems theory,the influencing factors of PEIA effectiveness were discussed from three aspects: the system,the elements and the environment.Through the system analysis,the effectiveness of PEIA was affected not only by the internal system factors,but also by the external environment,such as,social environment,policy system,technical support.Finally we analyzed the influencing factors of PEIA from three aspects: project,institution and society,including the evaluation subject,working procedure,indicator system,intervention time,policy system,public participation and so on.The evaluation indicators of PEIA effectiveness were extracted from the influencing factors.Finally,the indicator system was constructed by 7 criteria layer and 18 index layer.This study constructed the AHP-fuzzy synthetic evaluation model which combined AHP and fuzzy synthetic evaluation.The model helped the PEIA effectiveness to achieve quantitative study.The AHP was used to calculate the weight of each indicator and the fuzzy synthetic evaluation method was used to carry on the comprehensive evaluation.The AHP-fuzzy synthetic evaluation model not only could be used to quantify the qualitative factors,but also could solve the problems of multi factors,subjective judgment and fuzziness in the evaluation process.The AHP-fuzzy synthetic evaluation could overcome the shortcomings of qualitative and semi-quantitative evaluation method,which made the final comprehensive and reliable evaluation results.Based on the AHP-fuzzy synthetic evaluation model,Nanyang petrochemical professional park and Nanyang new district PEIA were used for the empirical case to carry on the comprehensive evaluation.Finally,in “good,general,poor” three evaluation grades,the result of the PEIA effectiveness of Nanyang petrochemical professional park was “general” and the result of the Nanyang new district was “good”.
