The theory and practice has proved that good near-miss management can effectively reduce the happening of the accident. The coal industry lacks of IT informationalized and systematic management under the concept of near-miss. Therefore this article explores nearmiss management system construction in the coal mine and its effectiveness, in order to lay the foundation of achieving the effective near-miss management.Based on the literature of near-miss management review and the current situation of nearmiss management in coal mining enterprises, it is necessity to construct a set of near-miss management system in coal industry. Then, by analyzing the advantage to use PDCA model for near-miss management system construction, and take management system elements of the OHSAS18001-2007 and the ISO14001-2004 as reference, theory framework of a set of nearmiss management in coal industry based on PDCA system is put forward. Based on this theory framework, the coal mine near-miss management system module is designed. The module has 4 modules- near-miss management planning and goal setting(P), near-miss management implementation and operation(D), near-miss management results check(C), and the system improvement(A) and focuses on the content of the near-miss management system in coal mine, in order to realize a cyclic and spiral system operation process, and whole improvement of the near-miss management level in company.At the same time, in order to verify the validity of the system and help companies to do self-censorship and evaluation, a effectiveness evaluation model of coal mine near-miss management system based on analytic hierarchy process(ahp) and BP neural network is constructed. First of all, a set of near-miss management evaluation indicator system including 2 first class indicators, 7 second class indicators, 20 third class indicators of is constructed by Delphi method; Then, each index is weight assigned by AHP, and 15 coal mine companies provides their score of near-miss management system; Finally, the BP neural network model to evaluate the near-miss management system effectiveness is design. And take the results came from the analytic hierarchy process(ahp) as sample to train and test the BP network. Results show that the fitting measures in the training errors are within the acceptable range, and simulation sample matched well with model, which shows the correctness of near-miss management evaluation model. This neural network model obtain and save the experts' knowledge of safety evaluation, judgment and experience, which can be applied to the engineering practice, near-miss management level evaluation.
