With the rapid transformation of the world economy and the rapid development of the shipping industry, the demand for oil is increasing. China is a major oil-importing country, which showed upward trends. Now, more and more ships in and out of terminal, which greatly increased the risk of terminal oil spill. Terminal oil spill accident is not only affect the pier and the surrounding maritime environment, but also threat the urban environment security and economic development. Therefore, it is necessary to develop a set of equipment for real-time monitoring the pier, to discover and process timely when the oil spill occurred, also to protect marine environment security and the economic development of the urban.Now, with the broad spread and application of wireless network technology, and the rapid development of the open source GIS software, providing a lot of favorable conditions and foundations for our study. This paper integrates geographic information system technology, wireless data transmission technology,computer software technology and other technology, which develops a set of terminal oil spill monitoring alarm system, using Microsoft Visual Studio 2008 as the development tool, SQL Server 2005 as the tool of database creation and management and C# as the develop language. This system realized all-weather, real-time and automatic monitoring and alarm when detected the oil spill. At the same time, by the use of SharpMap, the system also achieved dynamic display of electronic chart.There will be the interference signals when monitoring the terminal, which will send out false alarm. Against such problem, this paper studies the theory of moving average and deals with the signal by moving average algorithm, which improved the ratio of signal to noise.The system has been developed in this article has passed through design and test to promote. Now, it has been installed and run in the terminal of china successfully. The advantage of this system is:the stable performance, monitoring precision, low maintenance costs, high reliability and high security. By developed this system, it improved the oil spill response system in the pier of china, also improved the management level of pier oil spill and provide a guarantee to the security of the marine environment.
