Study On Environmental Impact Assessment Index System Of Afforestation And Reforestation Project Under Clean Development Mechanism In China

The Clean Development Mechanism (CDM),as established in the Kyoto Protocol aimed to cope with the climate change is a project-based cooperation opportunity for both the developed countries and the developing countries. Afforestation and Reforestation (AR) project is the carbon sequestration activities in forestry. The environmental impact assessment on the CDM-AR project plays an important role in achieving ecological benefits, social benefits and economic benefits, which will fulfill the objective of contributing to the sustainable development of host countries. Recent research on CDM-AR environment impact assessment index system is lacking because the complex carbon leakage and social-economic impact difficult to quantify, which becomes one of the problem limit the project application, approval and implementation.The environmental impact assessment index system for CDM-AR project in China is constructed based on the "pressure-state-response" frame model, which include ecological impact, social influence and economic impact three aspects. This paper creates and optimizes36signal indexs, so as to form a complete set of operational CDM-AR environmental impact assessment index system and evaluation method. Combined with the expert consultation method and analytic hierarchy process method, the signal index weight and total sort weight are established. For the multi-objective synthesis evaluation of CDM-AR environmental impact assessment, the fuzzy comprehensive is used to establish membership functions. The research result in the reforestation project for Guangxi proves that the environment influence rank for this project is "greater". The project produces better environmental impact in local community.
