Key Issues And Management Strategies In The Development Of Clean Development Mechanism Project

The climate issue has become the most important problem around the world, and significant emission of greenhouse gas is the main reason of greenhouse effect. After the "Kyoto Protocol" took effect, the Clean Development Mechanism (CDM) is widely used in developing countries, and the international carbon market has gradually prospered. China also tried to seize this opportunity and actively carry out CDM projects with the developed countries. So far, the number of registered CDM projects and its emission reductions are the first in the world. However, in China, the issuance rate of CDM projects is lower, and there are many difficulties in the development of CDM projects. Therefore, this paper tries to study the key issues and management in the development of CDM projects, and establish a CDM project quality evaluation model. It can contribute to improve the quality of CDM project development in China.Firstly, this paper analyzes the origin, operational process and related policies of CDM, and identifies some important steps in the project development process. Then, by using statistical analysis method, this paper analyzes the current international and domestic situation from the aspects of registration, issuance, project types, and development trends. Secondly, this paper deeply researches the impact factors of CDM projects in internal and external environment, points out the key problems, and gives some corresponding suggestions. Thirdly, based on above researches, this paper determines the quality evaluation indicators, gives the meaning of the indicators, and establishes a quality evaluation model by using gray multi-level analysis method. Finally, an example analysis is executed to confirm the practicability and effectiveness of the model.This study initially proposes the key factors in the development of CDM projects, and establishes an evaluation model to determine the quality of CDM projects for the first time, it can do good to the successful development of CDM projects in China. In the application of he evaluation model, the evaluation index system can be further readjusted and improved according to the actual situations.
