Recently, natural disasters occur frequently on a global scale, which not only has made the cities of many countries turn out to be quite vulnerable, but also has brought great damage to human lives, properties and the environment. Nowadays, natural disasters is not just a kind of natural phenomenon, it has become into a major social issue. Based on the global status, such as frequent occurrences of natural disasters, urban facilities and social networks being severely damaged, this paper chooses the inner link among urban safety, post-disaster reconstruction, and disaster prevention as the entry point. Meanwhile, it uses the methods of comparative analysis and the case study analysis(America, China and Sri Lanka are taken as the examples) to explore the mode which is suitable for the situation of national post-disaster reconstruction. The ultimate goal of this paper is to provide fundamental information that is related with the policy system reformation for the post-disaster reconstruction of our country. Firstly, this paper provides an overview and useful information for the global post-disaster reconstruction study. Secondly, based on the case study between Nevada Earthquake and Wenchuan Earthquake, comparative analysis is made among the aspects of policy practicability, mechanism integration, public participation and ways to mobilize resources, so as to put forward suggestions towards the reformation of national urban planning system and the construction of policy guarantee mechanism. Thirdly, this paper not only dissects the current dilemma of national urban planning system, but also puts forward suggestions and reconstruction framework from the perspective of disaster preparation. Finally, basing on the case study between Sir Lanka and China, this paper takes public participation as a breakthrough point and explores innovative suggestions and fundamental framework towards the construction of national safe community from the perspective of involuntary resettlement.
