The system of urban disaster prevention and mitigation can be divided into three parts in our country:city disaster prevention and mitigation, district disaster prevention and mitigation and community disaster prevention and mitigation. Community is the basic component of city and the foundation of the whole urban disaster prevention and reduction. The capacity of disaster prevention and mitigation in community will influence the level of city disaster prevention and mitigation directly for disaster prevention and mitigation are the material guarantee for coping with emergency disaster and accident. At present, government is in charge of the management of resources of disaster prevention and mitigation. However, there are some problems such as resources scattering, insufficient amount of resources and disordered pertinence existing. In order to enhance the capacity of disaster prevention and mitigation in urban community, community types and a variety of disaster prevention and mitigation resources were analyzed in this thesis. Specific to different emergency disasters and accidents, assessment sytem of public resource for disaster prevention and reduction in community is proposed using analytic hierarchy process. With the purpose of achieving the optimal benefits for the community disaster prevention and reduction, reasonable and effective optimization measures on the basis of evaluation results is given in this study.The main contents in this thsis can be summarized as follows:(1) Referring to the literatures, combined with the urban characteristics and management mode of China,6common kinds of communities have been classified in our country. According to the characteristics of urban community and researches on community hazards,12kinds of disasters and accidents have been summarized.(2)26types of public resources for disaster prevention have been classified. Using analytic hierarchy process (AHP) and expert scoring method, a evaluation system is establish for the prevention and control of single disaster or accident. Calculating model for the comprehensive power and proportionality of community public resources disaster prevention and mitigation is proposed.(3) In accordance with the process and theory of evaluation, suggestions for routine optimization have been brought forward in this thsis.(4) Taking a community for example, the assessment system and optimization measures in this thesis have been put into practical application. It is illustrated that the evaluation system and the optimization measures in this thsis are reasonable and effective.
