The Evaluation And Countermeasure Research Of The Government Responsibility In Ecological City Construction

City is the place of residence and the main human activities,is also the center of regional economic activities,the highly concentrated areas of population,science and technology funds,more than ten years in the future is our country city of rapid development stage,China,as the most popular country in the world,its efforts to deal with the issue of development,the city decided to improve the ecological problems the extent of the global ecological problems.The choice of the city development pattern is decided jointly by the city of internal motivation and external pressure,the emergence of the ecological city is the best model that adapts to the quality requirements of human life,physiological and mental health,in the ecological city planning,in order to maximize the pursuit of economic efficiency,the market regulation is not omnipotent,not realizing the Pareto optimal,the city government,as the external pressure of the city development need to perform the necessary economic,environmental and social responsibility to regulate the benign development of the ecological city.Ecological city is a new mode of city development with systematic,through using the existing evaluation index system of ecological city construction,combining with the connotation and significance of government responsibility,for the purpose of this research is to design the evaluation index system to provide the reliable data support for the evaluation of government responsibility in the construction of ecological city,can be better to promote the ecological city development mode to be more perfect and build efficient responsible government.In this paper,through the research on five years of date from 2010 to 2014,it can be learned that in the past five years,China's ecological city construction as a whole is toward a benign trend of development,the overall level of gradual improvement and rise.According to government policy analysis,the development of ecological city in the last five years is closely related with the national policy,the state attaches great importance to the development of related fields,providing adequate policy support for the development of related fields,and putting it into practice,the scoring system is high,indicating that the field has a good development trend;on the contrary,if the lack of government adequate policy support or government problems in the accountability process,the score is low,indicating that the field still needs to be improved,through the comparison of the historical data analysis,under the premise of economic development and environmental construction of the ecological city,development of "social system" exists in some shortcomings and deficiencies,which should be put more attention by the government,the government,in the city construction in the future,should continue to adhere to the economic development and environment construction,but increase more investment to the social subsystem,so as to realize the harmonious development of the ecological city.The empirical analysis can validate the rationality of the evaluation index system,can also evaluate and guide for the development of the case city,it is the best choice to choose Beijing as the empirical analysis of the case after SWOT analysis,through analysis and statistics of the five years of Beijing City,the data can be seen,the development trend of the development trend of Beijing city with the country's overall ecological city is consistent with certain reliability and applicability to establish the evaluation index system.The Chinese government undertakes the multi-dimensional responsibility in the development of eco-city construction,in the realization of objectivity,interactive and systematic principles,to set an example of our government,improve their awareness of ecological civilization,rational planning of environmental protection management system,establish environmental protection mechanism,adhere to the "ecological development concept for the first";the government should the rational allocation of capital investment in the economic field,the use of technology to develop ecological composite industry,at the same time to play the subjective initiative in the premise to follow the laws of economic development,deepen reform,improve the economic benefit;social benefit constantly throughout the government responsibility behavior,the behavior of the government is to maximize social benefits.The government should strengthen the ecological construction of the legal system,improve the ecological infrastructure construction,protection of the interests of the people,increase efforts to develop education,improve The quality of the people,the government should make use of multiple platforms to achieve information disclosure,in order to improve the credibility of the government,the government's responsibility is to reflect the construction of ecological city.
