Shanxi Province is part of the typical fragile ecological zone in northern Chinasemi-arid farming-pastoral. The exploitation of coal resources in Shanxi Province tobring economic benefits, but at the same time it makes land resources damageseriously, leading to deterioration of ecological environment and the fragileeco-system more overwhelmed. With the increasing population, the conflict betweenpeople and land resources in escalating, which seriously affect the ecological securityof Shanxi land resources and sustainable development.The article focuses on the Northern Shanxi coal base, central Shanxi coal baseand the Eastern Shanxi coal base in Shanxi Province which is determined by the12thFive-Year Plan of the overall planning of coal for the study. Use of GIS spatialanalysis to determine the object of study of the topography, soil, climate, hydrology,vegetation, ecological function zoning, coal resources distribution, population, landand natural resources, socio-economic status. Using composite index method andother methods to evaluate the ecological security of the land resourcescomprehensively and determine the restrictive and advantages factors of the majorcoal bases in Shanxi Province through establishing index system based on PSR model,using the Delphi method to determine the weigh. On this basis, set three scenarios toanalyze land reclamation conditions of study area and propose a reasonable andfeasible land reclamation measures.The results show that: there is a greater pressure on the system state and a greaterdifficulty on the system response of the land resources ecosystem of the NorthernShanxi coal base, which resulting in the higher risk of overall system security, and themain restrictive factors is soil erosion, soil quality and topography, Based onevaluation results, the paper suggests that taking terraced reclamation technology,water harvesting irrigation, fish-scale pit site preparation and soil fertility measures toimprove the status of the regional slope farmland, reduce soil erosion, sand dunefixation and improve soil fertility. The status of central Shanxi coal base is good, therisk mainly comes from the system pressure and the restrictive factors is population pressure, coal mining pressure and the proportion of arable land. Based on evaluationresults for the central Shanxi coal base, the paper suggests that taking some landreclamation measures as farmland flatting measures, irrigation and high platform plotsdesign, farmland road works, construction of water conservancy projects, farmlandshelter forest construction to protect arable land resources and raise croplandproductivity levels. The main affecting factors of the ecological safety of EasternShanxi coal bases is the system pressure and system response indicators and therestrictive factors is soil supply guarantee rate, water supply guarantee rate andtopography. The paper suggested that to take topsoil stripping, fish-scale pit sitepreparation, lawn sow reclamation measures to protect valuable topsoil resources,increase land cover and reduce the loss of soil resources. Finally, the paper presentsthe prevention and control measures and ecological security protection measures topromote the study areas’ ecological security level and to achieve sustainabledevelopment.
