The Theory Analysis And Empirical Research Of Ecological Security Assessment In Jilin Province

Nature is the basis of Human's existence and development, so, if we want todevelop healthily and continually, we must abide by the rule of harmoniousdevelopment between human and nature. However, the environment has beeninfluencing and disturbing unprecedented severity by human in the last dozens ofyears, the result is that its converse evolvement accelerated unceasingly, theecological status became more and more exasperate in some places, and certainkinds of catastrophe ecological problems has been warning us all the time. So, wecan figure out that the primary factors which restrict economic development andworld's peace at present include not only military threat and political threat, butalso the widespread ecological crisis which was caused by human's long-termactivities. Now, the humankind has realized the importance of ecological security,i.e maintaining and restoring a healthy ecosystem and environment status is thebasis of sustainable development. Moreover, the ecological security is one ofimportant links in the national security system, it is as important as the traditionalnational security factors such as the military security, economic security etc,besides, it is the basis and carrier of other security factors.In the last few years, people have paid attention to China's ecological securitystatus more and more because the depravation of ecology and environment hasbecome an important factor which restricted China's sustainable development ofeconomy and society. As we know, Jilin Province has abundant natural resources,but its economy increase unduly depended on resources in the last dozens of years.So, there are many ecological and environmental problems existing such as the soilerosion, the soil fertility dropping, the flooding and drought, the soil desertification,salination and degeneration etc as the result of excess exploitation of naturalresources, severe industry pollution, irrational utilization of soil and so on. In 1999,Jilin Province was authorized to construct ecological province by State Council, thegoal of constructing ecological province lies in seeking and exploring the road ofthe sustainable development. So, quantitative evaluation of Jilin Province'secological security status is an urgent matter, it can not only provide references forthe interrelated department's policy-making and the management, but also impelthe ecological province construction of Jilin Province, and promote the harmoniousdevelopment of economy, social and ecology.The main content and conclusions of this paper are as followed:1. The author defined the concept of ecological security by systemic analyzingexisting definition and connotation of ecological security. He figured out thatecological security is the ecosystem which people depend on is in the positive cycle,and it can satisfy the request of native sustainable development in certain time andspatial domain.2. After reading plentiful related datas and carrying on the on-the-spotinvestigation, the author pointed out that there are many ecological problemsexisting in Jilin Province at present such as the soil erosion, the flooding and thedrought, the soil fertility dropping, the low-yielding land increasing as well as thedesertification, the salination, the prairie degenerates and all kinds of industrial andagricultural pollution.3. The construction of ecological security assessment index system hasstrongly regional characteristic. In this paper, after referring "thepressure-condition-response model"(the PSR model) proposed by the UnitedNations sustainable development committee, the author constructed the ecologicalsecurity assessment index system of Jilin Province from three parts including theecological and environmental pressure, the ecological and environmental conditionas well as the humanities society response by combining the social, economic andecological status of Jilin Province and using the thought of analytic hierarchyprocess. This index system concludes 23 indexes together.4. According to the request and the principle of establishing region ecologicalsecurity evaluation standard and referring related industry standard, the authorestablished ecological security evaluation standard of Jilin Province and conformedthe limit to each standard's rank by combining Jilin Province's ecologicalenvironment status, the related goals of ecological province construction as well asthe strategy of developing environmental protection efficiency economy.5. The author conformed the weight of 23 indexes with the analytic hierarchyprocess and worked out the first 8 indexes which affects the ecological securitycondition of Jilin Province, they are as followed: the rate of soil desertification,salination and degeneration, the burthen of chemical fertilizer and pesticide in unittilth, the burthen of industrial waste water in unit water resources, the burthen ofindustrial waste water, rubbish and exhaust gas in unit area of national territory, thedensity of population, the rate of forest coverage, air pollution index as well asincrement rate of population.6. The author assessed the ecological security status of Jilin Province's eightcities and Yanbian state by using the improved principal component projectionprocess, then figured out the arrangement as well as the ecology security rank ofeach region. At last, the author analyzed the result of Jilin province's ecologicalsecurity assessment and forecasted the related fields that need to be researchfurther.
