Study On Shuangshan Small Hydropower Of Garde Ⅲ Replacing Firewood For Ecology Protection In Changbai County Of Jilin Province

In order to meet the requirement of economic construction and urban and ruralresidents’ life, a lot of trees are cut down, woodland are occupied which cause the areaof woods fall sharply, grassland deteriorate, water and soil lose, the area ofdesertification land expand in our country since1949. All the above bring about thefrequent occurrence of geologic hazard. Especially in the Midwest of our country,ecological environment worsens which threatens flood control and disaster reduction,ecological safety and social economy of the east area. The project of natural forestprotection effectively solves the problems of reclaiming wasteland with steep slopeand extensive deforestation, however, the problem of farmers’ livelihood energy isstill not solved. The main living energy is straw and firewood, this kind of energyresource structure is not only destroy vegetation but also weaken the effect ofecological construction, the greenhouse gases increases which result to environmentaldeterioration.Small hydroelectric power plant is an internationally recognized clean andrenewable energy which is generally built on the medium and small river and run-of-river plant. The water will not put together largely and the discharge of stream andwater quality will not be changed, so the environment will not be polluted. Moreover,as the small scale, simple structure, technology maturation, minor cycle constructionof small hydroelectric power plant, there is not a large numbers of submerged landand immigrant, and it can station dispersedly, exploit and web formation nearby. So itis suitable to the region which has a vast territory, low population. The gross of smallhydroelectric power plant is rich in our country which is distributed in the mid andupper researches of Yangtze River, upper-middle reaches of the Yellow River andupper reaches of zhujiang River. the area is in accordance with the distribution ofpopulation below the poverty line, grain of green, nature reserve, conservation districtof wild wood and the key controlling area of water loss and soil erosion. The inherentadvantage of small hydroelectric power plant provides the solvent of contradiction between farmers’ firewood and environmental protection for the government.This paper summarized the evaluated the third class project of replacing fuel inshuangshan of Changbai county to analyze the social benefit, economic benefit andecological benefit which are brought by this project. The result can provide thefirsthand information for the further selection and construction of replacing fuelproject in Jilin Province, and provide technical support for the widespread ofecological protection project of replacing fuel.
