The relationship between resources, environment and development has always been one of the everlasting concerns of human beings. This study begins with the basic theory of ecology, and gradually gives in-depth comprehensive study of ecological economics, regional economics theory, the theory of regional competitiveness, sustainable development theory, laying theoretical foundations for the proposal of ecological competitiveness. In this study, the ecological competitiveness as the cornerstone of the social and economic development refers to the ability of ecological resources to support sustainable socio-economic development.In order to make the analysis scientific and quantitative, the paper taking Anhui Province as an example, conducts a quantitative study of ecological competitiveness evaluation index system. Previous ecological environment evaluation system focuses to reflect the quality of regional ecological environment, while regional competitiveness evaluation lays particular emphasis on the potential of economic and social development in a certain region. However, in China’s present development strategy, ecological environment and economic development have been merging, and we are required to develop without sacrificing or breaking the ecological balance so as to let the natural resources provide human beings sustainable services. Basing mainly on the connotation of ecological competitiveness, this paper adapts and consults ecological environment index system and regional competitiveness index system to overcome the defects of a single evaluation method. A comprehensive eco-competitiveness evaluation index system is created, including a series of indicators such as ecological state indicators, eco-environmental stress indicators and initiative coordination ability indicators, as a try to give certain instructive significance for more in-depth study of ecological competitiveness.In this study, principal component analysis method is used to evaluate the3second-class indicators of the17municipal jurisdictions of Anhui Province, i.e. ecological state, eco-environmental stress and initiative coordination ability. After specific analysis of the17provincial cities’ ecological competitiveness, the result of arithmetic average method shows that Huangshan City is the strongest in this field. Finally, it reveals a more systemic and more comprehensive survey/evaluation of regional levels of the natural environments and economic and social activities, by comparing the ecological competitiveness rankings with the per capita GDP of correspondent municipalities. In this way, the author tries to reflect different regions’ ecological conditions and their capacity of sustainable development, so as to contribute theoretical and practical value for the formulation of provincial and regional development strategies, and ultimately provide a scientific basis for speeding up the construction of Anhui Province, raising the regional core competitiveness and promoting the coordinated development of environment and economy.
