This paper has studied the theory and development of project post-evaluation and environment impact assessment deeply through reading a large number of related research literature, background and significance of this paper also has been introduced, then combined with the spot investigation of the expansion project in qitaihe power plant and the surrounding environment, the general situation of this project is introduced briefly, a detailed analysis and research of this expansion project’s environmental impact assessment is carried out by establishing the thermal power plant environment index system and using the method of comprehensive evaluation, then provide a theoretical foundation and reference to the construction of similar projects in future in order to avoid or reduce the negative influence, which has important academic value and practical significance.According to the principle and features of comprehensive evaluation and the current situation of the thermal power industry policy, combined with data from spot investigation and the characteristics of qitaihe power plant, environment impact on natural environment and social environment has been analysed and studied in detail. environmental impact evaluation index system of expansion project of thermal power plant has been established, select some other similar thermal plants built in the same period as samples, and build two models which are Topsis based on entropy weight and grey model based on analytical hierarchy process to evaluate these thermal plants comprehensively. Evaluation is carried out through the combination of quantitative, qualitative analysis, comparative and self-analysis, we can identify the shortcomings and experience for reference, then try to give countermeasures and suggestions focus on them.
