Post-evaluation is the last link of construction projects management. Successful post-evaluation can not only fully recognize the correctness of the decision, project implementation and management, also can improve the decision-making quality of new projects. Although our country introduces the post-evaluation lately, but develops fast. However, in the huge economic interests, the coal industry ignores the necessity of the post-evaluation leading the consequence that post-evaluation content is limited to the evaluation to the environment. In face of current coal-market slump, summing up experience and raising investment efficiency in mine construction has become the target of many coal enterprises.Tashan mine that reach its production targer in June, 2009 is the leading enterprise in Tashan circular economy industrial park which has the most complete scheming, the fastest speed of construction and the most obvious effect in the coal industry. Tashan mine is the first mine with 10 million ton during the "fifteenth" plan period. It can have a typical demonstration effect by making a post-valuation on this kind of coal mine. Research contents of the dissertation include four aspects: the technology and economy post-evaluation, the safety production system post-evaluation, the social and environmental impact post-evaluation.In the dissertation, the grey clustering method, multilevel grey evaluation method and fuzzy mathematics method has been used for the post-evaluation on Tashan mine. There are eight chapters in the dissertation. Chapter one is the introduction; Chapter two is the economic post-evaluation of mining construction that includes bestial finance post-evaluation, finance post-evaluation in the process of mining construction and national economic evaluation. The chapter establishes the economic post-evaluation indicators system and carried on an empirical analysis; Chapter three is technical post-evaluation on mining construction. In the chapter, “three characteristics” ——reliability, applicability, advancements post-evaluation; Chapter four is safety post-evaluation on mining construction whose research content includes the accident-causing theory, the classification of safety evaluation, the principles of erecting safety evaluation system, concrete contents of safety post-evaluation on Tashan mine, the instruction of safety evaluation methods; Chapter five is safety post-evaluation empirical analysis on Tashan mining construction whose study includes grey fixed weight clustering analysis on roadway engineering, safety post-evaluation on the ventilation system, the drainage system, the power system; Chapter six is social impact post-evaluation of mining construction whose study includes mechanism analysis of social impact post-evaluation, the analysis on indicators system, empirical analysis on social impact post-evaluation; Chapter seven is environmental impact post-evaluation on Tashan mining construction whose study includes project analysis and validity analysis of environmental measures, environmental impact post-evaluation; Chapter eight is the conclusion and outlookDetailed studies and conclusions as follows:1. Instruction. In this part, the background, research purpose and meaning and the current status of post-evaluation in theory and practice at home and aboard are introduced. It also reviews the current status of the application of post-evaluation in coal industry at home. On this basis, the objectives, content and methods of this dissertation are determined.2. The economy post-evaluation of mining construction. The economy post-evaluation of mining construction contains two aspects: the financial post-evaluation of mining construction and the national economy post-evaluation of mining construction. The result is that through the contrast of the basic financial indicators, Tashan mine has achieved the desired effect. The data of financial internal rate of return is 21.3%, which shows that Tashan mine has a strong profitability. Though actual investment payback period is longer than the previous estimates, the deviation is small, and has a small effect on the investment benefit. The actual investment profit margin, profit and tax investment ratio are higher than expectation, Tashan mine has reached the expected investment profitability, and its contribution to the national accumulation level has reached the industry average. Economic internal rate of return and economic net investment benefit rate are two basic indicators of the national economy post-evaluation system. Except from the two indicators, the recovery rate of coal resources is selected to measure the utilization and wasters situation about coal resources of the whole country. The result is: the economic internal rate of return is far above the level of the industry, that’s to say, Tashan mine’s construction could be accepted, and has a certain degree of anti-risk ability. Through the comparison of economic net investment benefit rate index, Tashan mine’s investment efficiency is considerable. The working section recovery reached 85%, and the general requirement of this indicator is 75%. It shows that the high extraction rate of coal resources in Tashan mine improves the utilization of coal resources.3. The technology post-evaluation of mining construction. In this part, the content about technology post-evaluation of mining construction is introduced. Then, the technology post-evaluation on Tashan mining construction is made from three aspects: reliability, advancement and applicability. In particular, extract technological indicator to establish evaluation indicator system, by means of fuzzy comprehensive evaluation the “three characters” technology post-evaluation on the transportation system, tunneling system, mining technology and equipment, power system of Tashan mine is done.4. Safety post-evaluation on mining construction. “Track-cross Theory” about coal-mine safety accidents has been discussed to reach the conclusion that it is the trajectory cross of objects(or human) and human(or objects) with harmful energy that causes the accident; according to energy transfer theory, abnormal and undesired energy transfer is the cause of the accident; Domino theory indicates that removing the middle accident could avoid accidents. Gerry worth accident model and Surry accident model are introduced in Human factor accident theory. Furthermore, the overview of roadway engineering, power system, drainage system,ventilation system of Tashan mine are introduced, then, safety evaluation system are established. Finally, the grey clustering method, multilevel grey evaluation methods are introduced.5. Safety post-evaluation empirical analysis on Tashan mining constructionSafety post-evaluation on roadway engineering: select 10 roadways of Tashan mine and design the questionnaire. By means of AHP and entropy method, through expert investigation, indicator weighs are obtained. After the number of grey type and grey whitenization function are determined, the safest roadway is discerned with grey clustering method; According to different levels of safety, ten roadways are divided into three types, five roadways belong to “highly safe” grey type and five belong to “relatively safe” grey type; meanwhile, The impact extent of each indicator to roadway safety is calculated.Safety post-evaluation on the ventilation system: determine indicator weighs by AHP; formulate evaluation matrix and grey whitenization function; calculate comprehensively evaluated values of each hierarchy. Studies have shown that reasonability of ventilation network is the most important factor for the ventilation system, closely followed by design factor. In the second-class indicators, the ventilation method is most important to ventilation safety. Comprehensively evaluated values of design factor, the stability of tunnels ventilation and ventilation facility security are more than 4.0—— this is, they belong to the “highly safe” grey class. However, roadway factor belong to “relatively safe” grey class, the reasonability of ventilation network “relatively unsafe” grey class. The Comprehensively evaluated values being 4.05 indicates that the ventilation system in Tashan mine belong to “highly safe” grey class.Weighs of two first-class indicators and nine second-class indicators of the drainage system are calculated by AHP. The research result obtained by means of multilevel grey evaluation method shows that comprehensively evaluated values of nature factor and waterproof project are more than 4.0, this is, they belong to “highly safe” grey class. Meanwhile, with the comprehensively evaluated value being also more than 4.0, the drainage system belongs to “highly safe” grey class.The power system belongs to “highly safe” grey class with the comprehensively evaluated value being more than 4.0. Construction quality and management of the power system belong to “highly safe” grey class and security of power facility belongs to “moderate safe” grey class.6. The social impact post-evaluation of Tashan coal mine. This chapter defines the concept of social evaluation of coal mine, and explores the characteristics. The social post-evaluation of coal mine is summarized on the influence of social environment, the impact on regional development, the residents in the project location and vulnerable groups, the regional science, education, culture, public health, natural resources and ecological environment. The dissertation argues that mining construction of Tashan mine has improved the utilization efficiency of coal mining resources, increased the benefit of land development and utilization, but leaded some certain damage to the atmosphere, water, soil and water loss and so on. However, the impact on social economy is huge, the project has promoted the local employment, improved the income level of residents, pulled the economic development of countries and regions, and so it has a positive effect on the economic development of the society. However, in the aspect of the influence of social environment, the impact of the project on the local government and the management mechanism is bigger than others; the project also has a little influence on the culture and education.7. Environmental impact post-evaluation of Tashan coal mining construction. The program and scope of environmental impact post-evaluation are given in the dissertation, and make the ecological environment, water environment, acoustic environment, air environment and clean production as survey factors of atmospheric pollution in project operation period. It includes the monitoring and analysis on boiler pollution source, the discharge examination and analysis and the air quality of the environment of industrial site. For the evaluation on environmental noise, the day and night environmental noise of Yangjiayao village(50m from the south side of industrial site) can reach “city regional environmental noise standard”(GB3096-93), class I standard. The results of evaluation on noise are that Tashan coal mine industrial site and the winding shaft site day and night of the factory boundary noise can all meet the “standard of noise at boundary of industrial enterprises”(GB12348-90) in the III standard. Furthermore,the detection results of mine waste water, mine water and groundwater are analyzed. The major effects of Tashan coal mine on the local ecological construction are subsidence caused by underground coal mining and soil and water loss caused by the infrastructure construction. The dissertation carries out research and analysis on government of subsidence of overlying coal and mine field. The dissertation analyzes the soil erosion situation of gangue, industrial site and ventilation shaft site. Tashan coal mine construction embodies the idea of clean mining, clean utilization, and the whole process of governance.The innovation points of this dissertation can be listed as follow:(1)The dissertation takes technology post-evaluation as an independent research content of mining construction post-evaluation. The technology of Tashan mining construction transportation system, mining system, subsidiary production system are evaluated from three aspects: reliability, advancement and applicability. And Tashan coal mining construction technology three-aspect post-evaluation model is established. Comprehensive evaluation of Tashan coal mining construction technology has been implemented by fuzzy comprehensive evaluation method based on expert evaluation method. The result shows that the comprehensive evaluation result of the whole Tashan mining construction technology is excellent, and a secondary index ——transportation system has the maximum membership degree of excellence.(2) The social impact of coal construction has multiple levels, indirect effects and indirect benefits. The dissertation has an analysis and research on coal mine social impact and the social compatibility. Not only the local economic benefits of coal mine is researched, but the life of local residents and social environment, science and technology are also included into the scope of the post-evaluation. Then the dissertation establishes social post-evaluation index system and the Tashan coal mine post-evaluation is realized by fuzzy comprehensive evaluation model.(3) Safety post-evaluation has been innovatively introduced in the analysis on mining construction. Because of the characteristics of gray performance in coal mine, safety evaluation of production system in Tashan mine based on grey theory has been realized. The results have shown that as the first-class indicator, the ventilation system, power system and drainage system all belong to “highly safety” grey class with some second-class indicators belong to “relatively safe”, “moderate safe” and “relatively unsafe”. According to different levels of safety, ten roadways are divided into three types, five roadways belong to “highly safe” grey type and five belong to “relatively safe” grey type. Overall, the results are comprehensive and objective, providing a choose for safety post-evaluation on mining construction.
