With the increasingly fierce international market competition, the globalization of the world economy and the rapid development of science and technology, Chinese tobacco industry start to pay attention to logistics, under the guidance of state policies, so as to increase the market share, in the hope that through the implementation of scientific logistics management it can improve service quality and reduce the total cost of the supply chain. As the important part of the logistics costs, inventory cost has been the focus of enterprises. According to the statistics, inventory costs of cigarette auxiliary materials account for thirty to forty percent of cigarette inventory costs. Because cigarette auxiliary materials have the characteristics of wide varieties, big dosage and high inventory cost, it is an important problem that the enterprises face to scientifically manage the inventory of cigarette auxiliary materials.At present, the inventory management of cigarette auxiliary materials is rarely studied. This thesis analyzes the situation in depth, combines the characteristics of cigarette auxiliary materials and cigarette production, and innovatively presents the mode of "cigarette auxiliary materials supplier with plate+combined transport of the whole pallet+VMI". Firstly, the thesis introduces cigarette auxiliary materials cost model of vendor managed inventory with combined transport in one city, and deduces the optimal economic order quantity and the lowest total cost of supply chain. Through actual example analysis and simulation, the thesis verifies that after implementing the "VMI mode and combined transport in one city" both total costs of cigarette auxiliary materials in tobacco supply chain and total inventory level have greatly reduced, and further illustrates the feasibility of "VMI mode and combined transport in one city" in cigarette auxiliary materials inventory management. Then, learning from the successful experience of VMI model applied in enterprises at home and abroad, the thesis designs the VMI business processes of local combined transport of cigarette auxiliary materials, builds the SOA framework and develops supplier’s collaborative management information platform based on B/S. At the same time, the effect of process design is evaluated by AHP-fuzzy evaluation model.In order to verify the effectiveness of operation and evaluation system, the thesis takes the actual data of tobacco factory for instance. The results show that after the implementation of combined transport and VMI mode in one city, it has solved the actual problems exists in inventory management of cigarette auxiliary materials. Both tobacco industry enterprises and suppliers have realized the goal of reducing inventory cost, improving the operation efficiency and shortening the cycle. At the same time, there is a great improvement in aspects such as capital employed cost, arrival rate and demand forecast.Finally, the thesis prospects on the implementation of the VMI mode and combined transport in one city for cigarette auxiliary materials, and gives a further research direction.
