With the rapid development of national economy, the continuous improvement of livingstandards and the changes of consumption concept, the consume demand from people on therefrigerated&fresh agricultural product keep increasing. According to the China logisticsnetwork data shows: at present, China’s various types of food production reached10tons peryear, accounting for16%of total world food; wherein the meat, fruit, aquatic products areranked first in the world. The fresh products in the field of circulation is about4tons per year inChina, but annually there is more than100billion yuan loss in the food industry products’transportation and storage. Just considering the loss of food in cold chain transportation, thewhole logistics costs accounted for60%of the cost of perishable food.Because of its advantage of the geographical environment, Xiamen becomes the primaryimport destination port of Taiwan food from the west side of the straits. The import amount ofTaiwan foods is the No.1in mainland, wherein, the fresh fruit is the most. Most Taiwan fruit aretropical and are widely loved by people because of its varieties and good quality. But because ofthe high cost of itself and the difficulty on keep-freshing transportation, Taiwan fruit keeps highprice. Based on the import of Taiwan fruit in Xiamen is currently in normalization, more than70%of fruit is delivered to the domestic main cities, through this distribution to each distributionoutlets and wholesale center, now the distribution network has covered all the major domesticcentral cities. As the central city of the West Coast Economic Zone, Xiamen is actively Taiwanfruits of zero tariffs and cross-strait direct flights, convenient geographical conditions andexcellent policy support, and actively seize the Mainland and Taiwan fruit distribution center forthe urban market share, distribution sales of Taiwan fruits plays an important role. Therefore, forthe Xiamen port in Taiwan’s fruit sales cold chain logistics present situation and developmentstrategy has a very important practical significance.In this paper, the Xiamen port in Taiwan’s fruit import customs clearance, line transportation,cold storage, distribution, distribution, health and quarantine, logistics and distribution channelsand other aspects of research, designed to identify the sources of danger that may arise in theprocess of Taiwan’s fruit sales distribution and identify, establish the feasibility and effectivenessof "the hazards and critical control points", reduce fruit quality and nutrient loss in the abovelinks amongst the prevention of the occurrence of food poisoning and food borne illness, toensure that the food fresh, safe and healthy. According to the analysis of the market distributionin Xiamen on the Taiwan fruit in Zhongpu market operations of the research object, according to food international Codex Alimentarius Commission (CAC) recommended the "critical controlpoint decision tree" method to determine the fruit in Taiwan critical Control Point in thedistribution of the sales process, development of critical limits, the establishment of theappropriate detection system. Taiwan’s wax apples for instance, the fruits of the harvest, transport,packing and package material and acceptance as a critical control point, the main link of theHACCP-based food safety system, the production, processing, manufacture, preparation,consumption, etc, the whole process of the implementation of strict HACCP control. At the sametime, from the conditions of supporting facilities, logistics, environment, marketing services andthree exploratory proposed measures, provide a useful reference for Xiamen, Taiwan’s fruit salesdistribution centers to implementing HACCP.
