With the rapid development of industry, mankind have created enormous material wealth, as well as pollution and greenhouse gases which make global warming becomes an important issue. Climate change is a typical global issue. Apparently, it is about environment. But in fact, it has been an intricate problem closely related to political and economic problems. Almost every country in the world has been in a dilemma that how to keep balance between environmental protection and economic sustainable development, so does Japan. Based on a comprehensive summary of the existing research outcomes, the paper aims to analyze the changing process and influencing factors of Japan’s domestic and international policies in global climate change.In the first chapter, the paper analyzes the causes and effects of global climate change. It points out that global climate change would not only challenge the traditional international political theory but also change the international relations, especial on North-South relations.And then in the second chapter, it makes an all-round description about Japan’s domestic legislation system related to climate change issues and innovation of comprehensive institution and actions. Based on these, it makes a detailed analysis of the policies from the angle of political party, people and interest groups. What’s more, it presents a detailed introduction to Japan’s international climate change process which includes the discussion about the background and framework of climate change problem as well as makes special study on Japan’s international strategy. It also explores the reasons for Japan’s climate policies change form many perspectives.In the last part, from the perspective of maintaining and constructing the post-Kyoto framework for global climate change, the paper proposes some thoughts to the climate change issue for Japan and the world, which is based on a profound analysis of Japan’s international and domestic climate change strategy confronted with big challenge.
