The climate change problem characterized by the global warming is one of themajor environmental problems faced by human being. It brings a grim challenge tothe sustainable development of the human being. Facing the real threat caused by theclimate change, the international society passed two formal legal documents: one isthe United Nations Framework Convention on Climate Change (UNFCCC); theother is the Kyoto Protocol. During the process of taking part in the negotiations ofthe two documents, the EU climate change policy formed and evolved with thedevelopment of the international climate governance.This paper follows the basic methods of policy research and introduces thebackground, formulation, implementation and the specific effects of the EU climatechange policy. The basic train thought of the paper is: problems appearing,consensus formulation, legislative decision, the policy implementation and the effectevaluation.Facing the climate change problem, The EU gradually formed its owncognitive and consensus, which further promoted the EU to develop its active policydealing with the problem at the community level.The EU climate change policy abides by the principle of administrationaccording to the law. During the process of the policy forming, the differentstakeholders and the behavior bodies launch a complex game. In order to betterimplement the policy, The EU makes full use of the comprehensive emissionreduction tools, such as law, market, finance and science and technology, targeting todevelop mitigation measures in the key fields of service industry, energy, industryand transportation.The policy adopted by EU in its internal level provides the powerful supportfor the EU to take an active part in the international climate negations. Thepolicy stance taken by the EU in the international climate negotiations is aninevitable result and natural extension of the internationalization of the EU climatechange policy. The underlying motives of EU pursuing the leadership in the internationalclimate change negotiation are to maintain the Union's leading role in internationalaffairs, disseminate the concept of European world multilateral governance, occupythe moral high ground and improve the EU's soft power in international political andeconomic affairs. The leadership of EU in the international climate negotiationsweakened in the negotiation for a convention in Copenhagen. It faces manychallenges at the same time and the influence of EU in the climate negotiations isalso questioned.
