The Legal Research On Vehicle Exhaust Pollution Prevent And Control

With the development of economy, our city becomes bigger and bigger and motor vehicle isused commonly. The motors indeed make the transportation much more convenient while the airquality is decreasing quickly. The reason is that the treatment of automotive emission can not reachthe increasing of motor vehicle.Right now, our country has realized the importance of vehicle exhaust prevention and treatmentand taken actions on it, such as, in the (law on the prevention of air pollution of People’s Republicof china), a specialized chapter aim at the prevention and treatment of vehicle emission. Butcompared to the developed countries, it also has a big gap.The prevention and treatment of vehicle emission is not only a technological problem but alsoa problem whole society should coordinate to. This paper aims at giving advices on vehicle exhaustlegal system, standards and regulatory mechanism through analysis of vehicle exhaust and study ofAmerican clean air act and Japanese emission standards. Through the guidance of law andregulations, companies can manufacture higher standards products to stop the emission from thereal sources, at the same time, improve the regulatory system to supervise each step includingdesign, manufacture, usage and scrappage. In the meantime, make the laws and regulations comeinto play, effectively control vehicle emission, protect and improve environment, ensure the healthof citizens and provide reference to society sustainable development.
