The Research On The Construction Of Index System Of Eco-villages And Towns In Anhui Province

The improvement of the urbanization level is China’s "Eleventh Five-Year" period aswell as an important national development strategy in the longer term. In order to achievethe sustainable development of cities and towns, the town’s socio-economic developmentmust be coordinated with environmental protection. In order to reduce or avoid to polluteenvironment and destroy the ecology for the rural environment because of socialdevelopment and economic construction, and improve urban and rural ecologicalenvironment and promote sustainable economic development in rural areas, the principle ofsynchronized planning, implementation and simultaneous development of economicconstruction urban and rural construction and environmental construction must be insistedon.This paper introduces the origin, background and significance of the eco-villages andtowns creation, the definition of the indicators of national eco-villages and towns, compareto process, conditions, assessment standards of eco-villages and towns creation, in otherprovinces on their research, then obtain the shortcomings in the index system of ecologicalvillages and towns currently, and construct a set of eco-villages and towns including23sub-indicators index system on this basis. Eco-villages and towns have regional differences,but the index system is a comprehensive and rational. Therefore, this article only HuainanCity Qiji as the research object. Firstly, ecological status is conducted to analyzed, anddetermine the construction of ecological villages and towns of favorable and unfavorablefactors. To the basis of the raw data of the Qiji County in Huainan City from2008to2010,take AHP method to integrate the various indicators in the index system, and obtain eachindex weight, and conduct to harmony analysis for Qiji County form2008to2010: QijiCounty is general harmony in2008, a relatively high degree of harmony in2009, a highdegree of harmony in2010, and in recent years, the degree of harmony of Qiji Countyis gradually rising. The restriction for the five factors of water environmental health,atmospheric environmental control, solid waste disposal, ecological restoration and enviro-nmental supervision of construction projects of Qiji County is analyzed: Firstly, the greatestconstraint factor is the health problems of the water environment in the eco-villages andtowns creation of Qiji County from2008to2010. Secondly, the problem of ecological restoration, the atmospheric environment quality control and solid waste haveconsiderable constraints, the environmental supervision of construction project have aminimum constraints efforts for harmonious development.
