With the rapid economic development and the process of urbanization continues toaccelerate, the rapid growth of vehicle population has brought a series of environmentalproblems and traffic emissions has become a major source of pollution of the atmosphericenvironment. The quantitative simulation of traffic emissions is a scientific basis andtechnical support for solving environmental problems, at the same time, how to accuratelyquantify vehicle emissions is the key to evaluate traffic reduction policies effectively.Combined with the related research and on-board measured data in the United States,using a new generation of mobile source emission model-MOVES which developed by heU.S. Environmental Protection Agency, this dissertation has simulated the vehicle emissionstatus of the New York County from a meso-level and described the modeling methods andadvantages of the two emission models based on a fixed driving cycle and based on motorvehicle driving conditions, and made a presentation on the motor vehicle emissionquantitative methods from the bench test method, the tunnel test method, the remote sensingtest method and the on-board test method. Subsequently, combined with the basic structureof the MOVES model and calculation principles, etc, this dissertation has evaluated thevehicle emission of the New York County from the type of vehicles, the mobile sourcecategories and the fuel types by analyzing the model input data scientifically. At the sametime, through comparing the overall emissions of the MOVES model output with actualdata released by EPA, the simulation results verified the accuracy and reliability of theMOVES model. In addition, this dissertation also put forward some suggestions forestablishing the emission evaluation system in China.Finally, with the increasingly serious traffic emission pollution problems, thisdissertation introduced the existing traffic emission control measures briefly and theinteraction between the transportation activities and the environment, and suggested asustainable strategy with a coordinated development between the traffic and urbanenvironment. At the same time, it also evaluated the benefits of improving air quality overthe traffic measures. Finally, this dissertation proposed the basic method for thecombination of the traffic simulation model and MOVES model, and introduced the combination from the traffic plan based on the environmental evaluation and using thetraffic simulation model to analyze the situation of traffic emissions.
