Recently, as the result of the rapid progress of urbanization and the improve of people's living standard, motor vehicle emission problem has been increasingly deteriorated along with the rapid increase of urban motor vehicle, which has become the main problem in the field of traffic environment.This paper selects the SO2 and NO2 data of automatic monitoring stations in Xi'an since 2003.Due to the compare and the analysis, the SO2 concentration in Xi'an urban shows downward trend. On the contrary, the NO2 annual average concentration increased year by year. Traffic area has the most serious NO2 pollution in the all functional area。From the Caotan stantion' NO2 data, it shows that the trend of the NO2 pollution has been expand to peripheral regions. Overall, air pollution in Xi'an has the trend, which changes from "the coal smoke pollution" to" "the composite pollution ". These are closely related to the growth of motor vehicle ownership in Xi'an. Through analysising the related documentations of traffic and motor vehicle in recent years, we find that Xi'an has unreasonable Road Network and poor traffic conditions, which lead to a poor accessibility of urban traffic, and then aggravate the motor vehicle emission pollutionThe theoretical basis of this paper's research is that according to the perspective of traffic environment, study the constraint that the traffic environment puts on the development of urban transport, request the development scale and the intensity of the traffic system under the limit of the maximal environment capacity, realize the virtuous cycle of environmental systems sustainable of the transport. This paper, firstly, investigate the basic theory of the containment of urban traffic environment and its capacity. Secondly, based on the single-box model, do the quantitative research for containment of urban traffic atmospheric environment. Finally from the macro level, establish the Mathematical model for the capacity of urban traffic's Atmospheric environmental. By means of the above model, you can predictable the city's the largest vehicles holding, to provide a scientific basis to control the scale of the vehicle development for the government...
