Environmental function zoning is the main content of environmentalplanning and management. It divides environmental areas into reasonablefunction type based on different socio-economic needs, environmentalstructure and use function. It is the key to environment protection, andwould achieve the sustainable development of socio-economic and naturalenvironment.The validity and rationality of the zoning method is a fundamentalprerequisite and core content to carry out the work of environmentalfunction zoning. In order to analyze the environment function zoningmethod and build a scientific zoning system, achieve the rational divisionof environmental functions and ecological civilization, the paper startsfrom the technical specifications and discusses the shortage, then with thesupplemental methodology, builds a more appropriate environmentfunction zoning methodology, covering sound environmental functionzoning, air quality environmental function zoning and surface waterenvironmental function zoning. In sound environmental function zoning,against the situation of difficult to divide the mixing zone of class1andclass2,the paper raises the way of combining fuzzy clustering methodwith technical specifications and builds a more reasonable soundenvironmental function zoning system. At the same time, the systemoptimizes the fuzzy clustering method with two kinds of similar degreecalculation method which makes the system more scientific and feasible.Also, the paper discusses the impact of the different calculation methods ofclustering results. In air quality environmental function zoning, in order tosolve the complex atmospheric environment management that the various types of functions of the second-class area made, the paper builds the airenvironmental quality function zoning system by divides the second classinto three kinds of control cells so as to carry out effective management ofthe atmospheric environment. The surface water environmental functionzoning is based mainly on the surface water environment quality standards,binding domain classification principles, investigation of the use of waterenvironment function and environmental quality protection goals, andgives out the surface water environmental function zoning.In order to verify and operability of the system, the paper conductsempirical research study in a city. Combining of planning, industrial layout,sources of pollution distribution characteristics, the paper carries outenvironmental quality monitoring including noise, conventional pollutantsof the atmosphere(NO2, SO2, PM10, O3etc.) and water pollutants(pH,BOD5, Cr6+, Pb, SS etc.). At last, the results show that noise quality of theenvironment is a general level, the air quality is basically reached the firststandard of atmospheric environmental quality and the surface water isbetween grade Ⅲ and grade Ⅳ standard. The final division result is asfollows,(1) Noise environmental function zoning,2class0districts,10class1districts,16class2districts,6class3districts and2class4districts(4a district and4b district).(2) Ambient air quality function zoning,5one-class districts,4second-class districts, and4Ⅱ-1control cells,3Ⅱ-2control cells and1Ⅱ-3control cell.(3) Surface water environmentalfunction zoning, a. To2015,11class Ⅲ districts,9class Ⅳ districts, b. To2025,1class Ⅱ districts,16class Ⅲ districts,3class Ⅳ districts.
