Water resource in china is abundant in amount, but unbalanced in distribution.Water resource has become the main restraint of economic development in some areaswith industrialization and urbanization. Guangdong province is abundant in waterresource, and since the opening-up, the water environment problems (especially watershortage of water quality) have become the restraint of social and economic developmentin Guangdong province, owing to rapid economic development. Facing the increasinglyserious water environment problems, Cleaner Production (CP) which is considered as themost powerful tool to ensure the sustainable development of economy and environment,is under promotion. As an effective tool to realize water-saving and emissions-reducing,CP connects with other policies closely. Therefore, it is necessary to conduct a study onthe benefit of water-saving and emissions-reducing caused by CP.Based on the practice of CP, the author has established a set of benefit assessmentmodel of water-saving and emissions-reducing, and applied it on the enterprises whichhave implemented CP in Dongguan city of Guangdong province. Meanwhile, the authorconduct a further study on the water-saving and emissions-reducing measures of the twokinds of industry which have achieved outstanding benefit. The main achievements are asfollows:It builds a quantitative model to evaluate the benefit of water-saving andemissions-reducing based on AHP-Fuzzy Comprehensive Evaluation Method.According to the benefit evaluation results of a number of enterprises, two keyfactors are industrial classification and economic scale. From the aspect of industrialclassification, paper making and paper products industry along with textile and dyeingand finishing industry is of outstanding water-saving and emissions-reducing benefit.From the aspect of economic scale, enterprises with more than twenty million of industrial production are more available for water-saving and emissions-reducing benefit.For paper making and paper products industry, efficient and integrative purifier, newmobile spray cleaning device and other measures on process control and management cancontribute to water-saving and emissions-reducing. For textile and dyeing and finishingindustry, technologies and equipments with high efficiency and low pollution are matureenough to promote. At the same time, we should devote to water reuse and recycle ofsteam condensed water which is of significant benefit, since they have not been widelyapplied.
