Sustainable economic development is the one which can give us good economic benefits and environmental performance. In recent years, the increase of GDP with the extensive production methods was sought in China, which put China near the edge of the cliff of the environmental problems, such as climatic change, frequent drought and flood disasters, atmosphere pollution and the river pollution. As the fallen of energy-saving and emission-reduction plan in10.5, the efforts of resource-saving and environment-friendly society were strengthened, so when it was in the11.5th plan, binding targets that energy consumption value per unit decreased about20percent, total values of pollution would decrease about10percent and added value per unit of industrial water consumption reduced by30percent were put forward clearly. With these targets,it was required thati our development patterns should be rethought, industrial structure should be readjusted, and the supervision should be strengthened, only in this way, saving of energy and water, and reduction of the emissions could be achieved.This paper was based on the background that the two-oriented society would be build. By regarding the11.5THenergy-saving and emission-reduction as the guide line, the relations between energy and water consumption and economic development were analyzed, and the environmental learning cuive for energy/water consumption per ten thousand yuan GDP and SO2/COD was illustrated with the data of energy consumption, and emissions of SO2, from1992to2010, and the data of water consumption and the emissions of COD from1997to2010, Using the data from2006to2010, the performance of various provinces for energy and water reductions were analyzed in the11ยท5th plan, and the green distance of all of the provinces were calculated also. With all of the analysis conclusions shown that:(1)with the data from1992to2010, the relationship between the emission of SO2and the energy consumption was analyzed during the period of economical development in China, while the result showns that there was a "S" trend between energy consumption and the emission of SO2, the total consumption of energy was below the limitation at perenst. While the emission of SO2have already been on the top in2006, and then it reclined a little during the2006-2010, Energy consumption per ten thousand yuan GDP and the emission of SO2decreases exponentially, which was up to the environmental learning curve. (2) with the data from1997to2010, the relationship between the emission of COD and the water consumption was analyzed, the result shown that the total consumption of the water fluctuated with the increase of GDP, and grown steadily after2003. But at this time, it was still below the limitation.While, the emission of the COD decreased gradually, both the energy consumption per thousand yuan GDP and the emissions of SO2were up to the environmental learning curve.(3)With the data of energy and water consumption of all the provinces, and the emission of the waste gas and water, the performances of energy/water reduction of all the provinces in China were provinced, there were widely variable among the performance of all of the provinces, and then the evaluation result of the6indicators were classified.(4)With the standardization of the ecological province published by Ministry of Environmental Protection, the green distance and ecological level of energy/water consumption, the emission of SO2and COD were calculated. Classify the green distance during the basis period and the end of11.5th was classified and analyzed, Results shown that the developed provinces, such as Beijing, ShangHai and GuangDong, had achieved the ecological provinces, while the industrial and the developing provinces had not achieved yet, some of the provinces had achieved their goals in some indicators partly.In a word, the economy of our country was on the high way, the energy and the water consumption would increased continually, in the mean time, the emission of SO2and COD would remain be high. There would be a long way for energy-saving and emission-reduction, while it should not be a problem to be overlook easily. There was a great influence on the development for our county to establish a resource-saving and environment-friendly society,so it played an important role on the problems which had been discussed trough the researches on the energy/water saving and emission-reduction.
