In 1997, the water resource committee of U.K have claimed to the world solemnly: "Water, will be the next society's crisis soon after the crisis of petroleum." Our country has been short of water, the average possession only 2260m3/a per person (according to the population of 13 hundred million), which less than the quarter average level of the world, at the position 128th in the world. The contradiction of water supplying and requiring has been much fiercer especially in the "SAN BEI"(North China, Northeast of China and Northwest of China) and the developed area along the coast. On the basis of some materials, the output value of being shortage of water in industry in our country is up over to 230 billion Yuan. It is estimated that the total requirements of water quantity by the year of 2010 will achieve 70 billion m3, while the shortage of water will up to 3.9 billion m3. It is the shortage of water resources that come into the important factor which restrict the development of economy and society in our country. Although considerable works on utilization of water resources and saving water and reducing pollution has been carried out, which also acquired gigantic success, there is still a long distance away from the advanced international level on the efficiency and benefit from using water. In the field of manufacture and living in our country, there has been the heavy structural, productive and consuming squander. For the present, the quantity of using water per 10,000 Yuan's GDP is still equal to the four times of the average level in the world. Besides, the recycling use of sewage, utilization of seawater and rainwater are also in the low level in our country. Furthermore, the serious pollution of water has aggravated the condition of the shortage of water increasingly. In order to relax the contradiction of supply and requirement of water resources and improve the quality of environment, it must be strengthened to prevent water pollution and protect water resources. To bring rivers and lakes in cities under control in a comprehensive way, it must change the treatment from the ending into the headstream, strengthening the treatment of industrial and living pollution, practicing the clearer production, speeding up the construction of sewerage facilities in cities, pushing forward the centralizing of sewage disposal, trying hard to develop the wealth of sewage. Meanwhile, it should be done better in the supervision and administration of underground water, controlling the usage of underground-water strictly, avoiding the excessively exploitation of water resources, preventing the water source been exhausted. And we must coordinate the usage of water in producing, living and zoology, taking the measures to ensure the water using in the area where the ecological environment is frail.Chongqing, which has been the fourth municipality directly under the central government and one of the six old industrial areas, has the fairly all kinds of industries, but because of some historical causes, the structure and the distribution of industries are irrational, as the result, there is the serious pollution in it. The abundant devotion, excessive consume and grievous pollution have been the outstanding problem of structure, causing the low economic profits, the weak power of competition in the technology and products, so almost parts of the industrial enterprises are faced with the very severe situation.
