| Recently, as the greenhouse gases emission increases, global climate becomes warmer,sea level rises, natural disasters happen more frequently, and human beings’ health andexistence are being threaten. As this problem is gaining more attention from human beings,starting from all kinds of industries each country is making relevant policies and plans toreduce the greenhouse gases emission. Highway construction is the basic industry of thenational economics, the important impetus for improving economics, advancing society, andalso the vital role in social production, modernization construction and improving people’sliving standard, so highway construction industry should also make efforts to controlgreenhouse gases emission. The environmental impact assessment system of highwayconstruction projects aims at avoiding or reducing the negative effect that the programbrings to the environment, creating the living condition that is compatible with theenvironment, and advances the sustainable development of society. Therefore, in theenvironmental impact assessment, taking the greenhouse gasses emission into considerationis especially important and urgent.Based on analyzing the environmental impact assessment system of highwayconstruction projects systematically, this paper discusses the practicability of addinggreenhouse gases emission into the environmental impact assessment system. That systempossesses these specialties such as being mandatory in laws, labeling as infrastructureconstruction, the auditor system for construction qualifications, the auditor system forconstruction program, mature appraising methods and techniques, which all provide theappraisal of greenhouse gases emission with useful rules and ways. So far, the existinggreenhouse gases emission monitoring programs in China also provide the practiceconditions. Furthermore, this paper lists the practice cases in which there includegreenhouse gases emission assessment in the environmental impact assessment in foreigncountries, and also analyses the advantages of such action. This paper then brings in thedraft design and relevant principles of adding the greenhouse gases emission assessment into the environmental impact assessment of highway construction projects, and clarifies thespecialties of the greenhouse gases emission assessment. This paper also discusses thecontent of the greenhouse gases emission assessment in the environmental impactassessment of highway construction projects, by considering form the aspects like theclassification screening of environmental impact, the levels of the appraisal, the range of theappraisal, engineering analysis, situation survey, prediction appraisal, the measures toreduce the greenhouse gases emission. In the end, this paper conducts an analysis onpracticing the procedure of the greenhouse gases emission assessment. |
