Papermaking industry is one of the six key industries that have caused serious water pollution of Liao River basin. Papermaking wastewater may not only damage human survival environment and ecology, but also directly threaten the development of papermaking industry itself. Reducing the pollution of papermaking wastewater is imminent.It is one of the effective ways that papermaking enterprises choose appropriate treatment technologies for reducing the pollution of papermaking wastewater. Selection of water treatment technology plays an important role for determing the operation cost of papermaking enterprises, water-quality and operating management. When the raw materials and production technology are changed, the amount of release and the types of pollutants of papermaking wastewater are different. So it is particularly important for selection of wastewater treatment technology to choose an appropriate evaluation method.Several methods for evaluation of typical kinds of industry wastewater are analyzed and summarized, including hierarchy analysis method, the grey comprehensive evaluation method, the fuzzy comprehensive evaluation method and environmental cost-efficency analysis method. The mathematical models and their application ranges of above mentioned evaluation methods are introduced.According to the characteristics of papermaking wastewater, evaluation indices include technical efficiency, economic benefits and social benefits, and a comprehensive evaluation index system has been established. In order to reduce artificial factors to affect the results in the evaluation process, a new evaluation method has been proposed by combination of the grey comprehensive evaluation method and fuzzy comprehensive evaluation method. This model can be used to evaluate the treatment technology of the wastewater objectively and accurately, and to provide the scientific basis for selection of suitable papermaking wastewater treatment technologies. In order to improve the accuracy and work efficiency of evaluation, the evaluation methods were integrated with computer technology. The software of "valuation of wastewater treatment technology for Liao River Watershed" has been developed using Visual C#language. This software has the following features:(1) Five evaluation methods, including the new developed "Grey comprehensive evaluation method+Fuzzy comprehensive evaluation method" have been integrated. With these models, the software could realize the evaluating function of wastewater evaluation technology, and the result would be effective and intuitional.(2) Datebase of evaluation indices has been established. According to the actual situation of wastewater treatment technologies, these indices could be added, deleted and updated.(3) Datebase of processing technology and the evaluation method was established. Users can check the information of industrial wastewater treatment process and wastewater treatment technology assessment method.(4) Automatic report function was realized. Evaluation results are able to be output with various formats, such as Microsoft Word and Microsoft Excel. It is convenient for users to reuse the data and evaluation results.
