With industrialization, enterprise environmental pollution problems emerge in endlessly.Although the government has enacted and constantly improve the environmental laws and regulations of environmental protection system, made progress, but the enterprise fails to perform the environment responsibility of status remains unchanged. In this background, to explore suitable for the production of the current security Situation in the mode of regulation of the government is particularly relevant.Firstly, this article elaborates the principal status of our country environmental responsibility and Enterprise environmental responsibility supervision status, and this paper analyzes the environment responsibility regulatory problems in the aspects of the government regulation and public participation.Secondly, using game theory, this article analyses the government supervision and public participation in environmental responsibility and reveals the deep reason of low degree of government supervision power and public participation. At the same time, foreign experience to summarize from regulators, the way of supervision, environmental education and supervision mechanism of four aspect, in order to improve the management level of our environment, as the competent government agencies to formulate a reasonable supervisory policies and strategies laid a theoretical foundation.Finally, based on the relative researches of Chinese and foreign, the paper constructs the three monitoring environmental supervision mode of environment responsibility and puts forward the specific countermeasures from three angles of the government to strengthen supervision, promoting social supervision and Encouraging enterprise self-regulation.
