Research On The Problems And Countermeasures Of Environmental Supervision In Local Government

The rapid growth of economy has greatly enhanced the people’s living standards. Meanwhile,it has caused serious environment pollution and ecology destruction as well, an endlessemergence of environment problems has seriously affected the regular life of people. It is adialectical unification relation between the economic and social development and resources andenvironment protection, the deterioration of environment has become a stumbling block to therapid and healthy economy development and a bottleneck restricting the sustainabledevelopment. So, it is of great urgency to solve the environmental problems. Being the public-shared resource, the environment possesses the attribution of typical public goods. Government,manager for public affairs, is undoubtedly the most direct subject of environment supervision,plays the most important role in the protection of resources and environment. The lowering ofenvironment quality and endless emergence of environment problems attribute the malpracticeof government, therefore, we must strengthen the government’s supervision on environment andstrive to create beautiful and comfortable living environment for people, and protect thecitizen’s legitimate rights and interests of environment from infringing so as to realize thesustainable development of the economic society as well.Taking Hekou district Dongying city for example, this thesis explores issues of localgovernment that exist in the field of environment regulation from different aspects according tothe actual conditions, and analyzes the reasons for the problems, and finds out thecountermeasures to improve environment regulation level appropriately for local government inorder to improve local environment quality and create good living environment for people.This thesis is divided into four sections, the first section analyzes the background andsignificance of the topic and analyzes the current situation both at home and abroad throughlooking up documents and accordingly determines the research ideas.The second sectionanalyses the basic theory of environment regulation of government through the description ofenvironment regulation connotation, function, formation of governmentand, requirement. Thethird section takes Hekou district for example, in which points out the existing problems oflocal government on environment regulation and analyzes six reasons, which respectively are the imperfect environment supervision system, lack of monitoring mechanism and environmentprotection and weak law enforcement, ambiguous relationship between all levels ofgovernments, shortage of environment participation mechanism for citizens, complicatedregulatory ambience. Six countermeasures to perfect local government environment regulationare put forward in the fourth section for the above six aspects in accordance with the presentsituation of our country, which respectively are the construction of environment supervisionsystem and to perfect the construction of local government environment regulation system,improvement of environment execution force, establishment of environment regulatoryagencies and an effective citizen participation in environment supervision mechanism, as wellas an improvement of external conditions for local government environment regulation.
